Abstract:  Provides that certificates of coverage provided by health insurance issuers shall  only be
issued upon request.
Present law requires a group health plan, and a health insurance issuer offering group health
coverage, provide certification of the period of creditable coverage when an individual ceases to be
covered under the plan.
Proposed law changes present law by providing that the certification of creditable coverage will be
issued only when it is requested by an individual who ceases to be covered under the issuer's policy.
Effective upon signature of governor or lapse of time for gubernatorial action.
