HB 881 Reengrossed 2016 Regular Session	Jay Morris
Abstract:  Requires each public postsecondary education management board annually to report to
the Joint Legislative Committee on the Budget and publish on its website specified
information relative to all research projects and grants conducted under its jurisdiction.
Proposed law requires each public postsecondary education management board, not later than Feb.
first of each year, to submit to the Joint Legislative Committee on the Budget and to publish on its
website information relative to each research project or grant conducted at an institution or by any
other entity under its jurisdiction. Requires that such information include the following: 
(1)A brief and general description of the research project or grant, including its objective and
when it or its predecessor was started.
(2)The amount of state funds spent on the project or grant, including state general fund,
statutorily dedicated funds, and fees and self-generated revenues.
(3)A brief and general description of the progress that has been made toward the meeting the
objective of the project or grant.
Proposed law further requires each institution to provide a total amount spent on research during the
prior fiscal year as follows:
(1)The amount of funding from state sources, including state general fund, statutorily dedicated
funds, and fees and self-generated revenues.
(2)The amount of federal matching funds generated as a result of such expenditures.

Summary of Amendments Adopted by House
The Committee Amendments Proposed by House Committee on Education to the original bill:
1. Require the submission and posting of specified information relative to research grants
instead of research initiatives.
2. Require that the descriptions submitted and posted with regard to the objectives and progress of the projects and grants be brief and general.
3. Require that instead of submitting and posting information on cost and specific sources
of funding, the institutions shall submit information on the amount of state funds spent.
4. Require each institution to provide a total amount of state funds spent on research during
the prior fiscal year.
The House Floor Amendments to the engrossed bill:
1. Require that information required by proposed law contain the amount of state funds
spent on a project, including general fund, statutorily dedicated funds, and fees and self-
generated revenues rather than the amount of state general fund monies or dedicated state
funds spent on a project.
2. Require that institutions, instead of providing a total amount of state dollars spent on
research during the prior fiscal year regardless of the means of finance,  provide a total
amount spent on such research as follows:
(a)The amount of funding from state sources, including state general fund,
statutorily dedicated funds, and fees and self-generated revenues.
(b)The amount of federal matching funds generated as a result of such expenditures.
