HLS 16RS-1205 ENGROSSED 2016 Regular Session HOUSE BILL NO. 882 BY REPRESENTATIVE ARMES PUBLIC CONTRACT/BIDS: Provides for the percentage of total evaluation points awarded to certain veterans in requests for proposals for state procurements and public contracts 1 AN ACT 2To amend and reenact R.S. 39:2175(6), relative to public contracts; to require a certain 3 percent of evaluation points be awarded to certain veterans in requests for proposals; 4 and to provide for related matters. 5Be it enacted by the Legislature of Louisiana: 6 Section 1. R.S. 39:2175(6) is hereby amended and reenacted to read as follows: 7 ยง2175. Competitive source selection 8 Methods of source selection which may be utilized by an agency to satisfy 9 a state goal for contracting with veteran and service-connected disabled veteran- 10 owned small entrepreneurships shall include but not be limited to: 11 * * * 12 (6) An allowance for ten Ten percent of the total evaluation points in a 13 request for proposal shall be awarded to an offeror who is a certified veteran and 14 service-connected disabled veteran-owned small business entrepreneurship. The 15 mandatory award of evaluation points required by this Paragraph shall be included 16 in all requests for proposals, unless the inclusion jeopardizes funding for the 17 procurement or violates any other provision of law. Any request for an exemption 18 from the requirements of this Paragraph shall be submitted in writing to the 19 commissioner of administration who shall either deny or approve the request. Present law authorizes 10% of the total evaluation points in a request for proposal to be awarded to an offeror who is a certified veteran and service-connected disabled veteran- owned small business entrepreneurship. Proposed law changes present law relative to awarding 10% of the total evaluation points to certain veterans from permissive to mandatory.
