HOUSE BILL NO. 911

PROPERTY/PUBLIC:  Authorizes the transfer of certain state property in Grant Parish
1	AN ACT
2To authorize and provide for the transfer of certain state property; to authorize the transfer
3 of certain state property in Grant Parish; to provide for the property description; to
4 provide for reservation of mineral rights; to provide terms and conditions; to provide
5 an effective date; and to provide for related matters.
6Be it enacted by the Legislature of Louisiana:
7 Section 1.  The secretary of the Department of Transportation and Development,
8notwithstanding any other provision of law to the contrary, is hereby authorized and
9empowered to convey, transfer, assign, lease, or deliver any interest, excluding mineral
10rights, the state may have to all or any portion of the following described parcel of property
11to the Grant Parish Police Jury:
12A certain piece or parcel of land located in part of the northwest 1/4 of the southeast 1/4 of
13Section 29, T6N-R2W, North of the Red River Land District, Grant Parish, Louisiana.
14Commencing at a ½" iron rod at the intersection of northerly right of way of La. 492 and
15westerly line of the NW1/4 of the SE1/4 of Section 29, T6N-R2W; thence proceed South 00
16degrees 28 minutes 02 seconds West a distance of 83.05 feet to a point on the southerly right
17of way of La 492; thence proceed along the right of way South 73 degrees 57 minutes 54
18seconds East a distance of 407.13 feet to the point of beginning; thence continue along the
19right of way along a curve to the left having a radius of 368.31 feet, whose length is 294.24
20feet and whose chord length is 286.48 feet and bears North 69 degrees 45 minutes 59
21seconds East to a point and corner; thence proceed South 47 degrees 51 minutes and 15
22seconds East a distance of 515.62 feet to a point and corner; thence proceed along a curve
23to the left having a radius of 1870.10 feet, whose length is 464.75 feet and whose chord
24length is 463.56 feet and bears North 66 degrees 50 minutes 44 seconds West to a point and
25corner; thence proceed North 73 degrees 57 minutes 54 seconds West a distance of 233.99
26feet to the point of beginning.
27All of which comprises Tract 2 as shown on a plat of survey by LA DOTD dated March 8,
282016 for the state of Louisiana, and contains an area of 1.117 acres.

1 Section 2.  The secretary of the Department of Transportation and Development is
2hereby authorized to enter into such agreements, covenants, conditions, and stipulations and
3to execute such documents as necessary to properly effectuate any conveyance, transfer,
4assignment, lease, or delivery of title, excluding mineral rights, to the property described in
5Section 1 of this Act, and as more specifically described in any such agreements entered into
6and documents executed by and between the secretary of the Department of Transportation
7and Development and the Grant Parish Police Jury, in exchange of consideration
8proportionate to the appraised value of the property.
9 Section 3.  This Act shall become effective upon signature by the governor or, if not
10signed by the governor, upon expiration of the time for bills to become law without signature
11by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana. If
12vetoed by the governor and subsequently approved by the legislature, this Act shall become
13effective on the day following such approval.
