HLS 16RS-91 ORIGINAL 2016 Regular Session HOUSE BILL NO. 94 BY REPRESENTATIVE MONTOUCET WILDLIFE & FISHERIES: Allows the use of monkeys as service animals 1 AN ACT 2To amend and reenact R.S. 56:6(30), relative to the regulation of nonhuman primates; to 3 authorize the use of such primates as service animals; and to provide for related 4 matters. 5Be it enacted by the Legislature of Louisiana: 6 Section 1. R.S. 56:6(30) is hereby amended and reenacted to read as follows: 7 ยง6. Special powers and duties; statistics; rules and regulations; reports 8 The commission, through its secretary: 9 * * * 10 (30) Shall promulgate rules and regulations to control the importation and 11 private possession of nonindigenous constrictors in excess of twelve feet in length, 12 venomous snakes, and nonhuman primates. The rules shall provide exceptions for 13 animal sanctuaries, zoos, aquariums, wildlife research centers, scientific 14 organizations, and medical research facilities, including but not limited to the 15 University of Louisiana at Lafayette Primate Center and the Tulane National Primate 16 Research Center. Such rules shall address internet purchase of such animals. Such 17 rules shall also provide for permits for certain institutions and for owners who can 18 prove ownership prior to July 1, 2003. Present law requires the Wildlife and Fisheries Commission to promulgate rules regulating the importation and ownership of nonindigenous constrictors in excess of 12 feet in length, venomous snakes, and nonhuman primates. Provides for certain exemptions from the rules. Proposed law requires that the rules allow nonhuman primates that have been trained to perform tasks to assist people with disabilities to be used as service animals.
