HOUSE BILL NO. 942

STUDENT/ASSESSMENT:  Repeals requirement that students pursuing a career diploma
take the ACT or WorkKeys test and prohibits requiring any student to take any ACT
assessment

2To enact R.S. 17:24.4(F)(5) and to repeal R.S. 17:183.3(B)(3), relative to student
3 assessments; to repeal the requirement that students pursuing a career diploma take
4 certain tests; to prohibit any rule, regulation, or policy of the State Board of
5 Elementary and Secondary Education from requiring students to take certain tests;
6 and to provide for related matters.
7Be it enacted by the Legislature of Louisiana:
8 Section 1.  R.S. 17:24.4(F)(5) is hereby enacted to read as follows:
9 ยง24.4.  Louisiana Competency-Based Education Program; statewide standards for
10	required subjects; Louisiana Educational Assessment Program; parish or city
11	school board comprehensive pupil progression plans; waivers; prohibited
12	testing

16	(5) No rule, regulation, or policy of the State Board of Elementary and
17 Secondary Education shall require any student to take the ACT or any other ACT
18 assessment for purposes of this Subsection or the school and district accountability
19 system or any other purpose.

Abstract:  Repeals present law requirement that high school students pursuing a career
diploma take the ACT or WorkKeys test and prohibits any State Bd. of Elementary
and Secondary Education rule, regulation, or policy from requiring any student to
take the ACT or any other ACT assessment.
Present law requires a high school student pursuing a career diploma to take the ACT and
allows him to choose to take the WorkKeys test. Requires the State Bd. of Elementary and
Secondary Education (BESE) to develop a system of equivalent scores for the ACT and the
WorkKeys test and to use a student's highest score for purposes of the school and district
accountability system. Proposed law repeals present law.
Present law provides for the administration of certain assessments pursuant to the school and
district accountability system and the La. Educational Assessment Program.  Present BESE
policy provides for the administration of the ACT and other ACT assessments.  Proposed
law prohibits any BESE rule, regulation, or policy from requiring any student to take the
ACT or any other ACT assessment for purposes of such system or program or any other
purpose.
