[R.S. 1:13(B) and 24:177(E)] HB 943 Original 2016 Regular Session Leopold Abstract: Prohibits the filling of vacant employment positions and the creation of new employment positions in the executive, legislative, and judicial branches of state government until after June 30, 2018. Proposed law prohibits any agency as defined in present law (R.S. 39:2) or agent of such an agency from filling a vacant employment position in the executive branch of state government or creating a new employment position in the executive branch of state government. Present law defines "agency" as any state office, department, board, commission, institution, division, officer or other person, or functional group, heretofore existing or hereafter created, that is authorized to exercise, or that does exercise, any functions of the government of the state in the executive branch, but not any governing body or officer of any local government or subdivision of the state, or any parochial officer who exercises functions coterminous with the municipality in which he performs those functions. Proposed law prohibits any house, official, committee, employee, or other entity or agent of the legislative branch of state government from filling a vacant employment position in the legislative branch of state government or creating a new employment position in the legislative branch of state government. Proposed law prohibits any court, judge, official, employee, or other entity or agent of the judicial branch of state government from filling a vacant employment position in the judicial branch of state government or creating a new employment position in the judicial branch of state government. Proposed law provides that the provisions of proposed law shall be inapplicable, inoperative, and of no effect after June 30, 2018. Effective July 1, 2016; except repeal of proposed law effective July 1, 2018. (Adds R.S. 39:85.1; Repeals R.S. 39:85.1)
