HOUSE BILL NO. 998

SHERIFFS:  Provides relative to payment of group health insurance premium costs for
retirees of Assumption Parish Sheriff's Office
1	AN ACT
2To enact R.S. 13:5554(H)(4), relative to payment for certain benefits for retirees from the
3 Assumption Parish Sheriff's Office; to provide for the qualifications for payment of
4 certain insurance premiums; and to provide for related matters.
5Be it enacted by the Legislature of Louisiana:
6 Section 1.  R.S. 13:5554(H)(4) is hereby enacted to read as follows:

10	(4)  Notwithstanding the provisions of Subsection D of this Section and
11 Paragraph (3) of this Subsection, the Assumption Parish Sheriff's Office shall pay the
12 premium costs of group insurance for any retired sheriff and deputy sheriff who
13 retires from the Assumption Parish Sheriff's Office on or after July 1, 2016, as
14 follows:
15	(a)  One hundred percent of the premium costs of group health, hospital,
16 surgical, medical expense, and dental insurance, and the first ten thousand dollars of
17 life insurance for sheriffs and deputy sheriffs who retire from the Assumption  Parish
18 Sheriff's Office with at least thirty years of full-time creditable service with the
19 Assumption Parish Sheriff's Office, and who are at least fifty-five years of age on the

1 date of formal retirement from active service with the Assumption Parish Sheriff's
2 Office.
3	(b)  Seventy-five percent of the premium costs of group health, hospital,
4 surgical, medical expense, and dental insurance, and the first ten thousand dollars of
5 life insurance for sheriffs and deputy sheriffs who retire from the Assumption Parish
6 Sheriff's Office with at least twenty-five years of full-time creditable service with the
7 Assumption Parish Sheriff's Office, and who are at least fifty-five years of age on the
8 date of formal retirement from active service with the Assumption Parish Sheriff's
9 Office.
10	(c)  Fifty percent of the premium costs of group health, surgical, medical
11 expense, and dental insurance, and the first ten thousand dollars of life insurance for
12 sheriffs and deputy sheriffs who retire from the Assumption Parish Sheriff's Office
13 with at least twenty years of full-time creditable service with the Assumption Parish
14 Sheriff's Office, and who are at least fifty-five years of age on the date of formal
15 retirement from active service with the Assumption Parish Sheriff's Office.

17 Section 2.  The provisions of this Act shall become effective on July 1, 2016.

Abstract:  Requires sheriffs and deputy sheriffs who retire on or after July 1, 2016, from the
Assumption Parish Sheriff's Office to have either 20, 25, or 30 years of full-time
creditable service with the Assumption Parish Sheriff's Office in order to have a
certain percentage of the premiums for health and life insurance benefits paid from
the sheriff's general fund.
Present law provides that 100% of the premium costs of group hospital, surgical, medical
expense, and dental insurance and the first $10,000 of life insurance shall be paid out of the
sheriffs general fund for all sheriffs and deputy sheriffs who retire on or after July 1, 2001,
and before July 1, 2011, from the Assumption Parish Sheriff's Office with at least 20 years
of service and 55 years of age.
Present law provides that the Assumption Parish Sheriff's Office shall continue to pay 100%
of insurance premiums and pay the same percentage of premiums for the same type and level

of insurance coverage for  all sheriff and deputy sheriff dependents that were covered under
the provision of law that existed prior to June 1, 2001.
Present law provides that 100% of the premium costs of group hospital, surgical, medical
expense, and dental insurance and the first $10,000 of life insurance shall be paid out of the
sheriffs general fund for all sheriffs and deputy sheriffs who retire on or after July 1, 2011,
from the Assumption Parish Sheriff's Office with at least 20 years of service and 55 years
of age.
Proposed law retains present law and further provides that in the parish of Assumption,
present law only applies to sheriffs and deputy sheriffs retired before July 1, 2016.
Proposed law requires that the Assumption Parish Sheriff's Office pay these premium
insurance costs out of the sheriffs general fund for all sheriffs and deputy sheriffs who retire
from the Assumption Parish Sheriff's Office on or after July 1, 2016, as follows:
(1)100% of the premium costs with at least 30 years of full-time creditable service with
the Assumption Parish Sheriff's Office and are 55 years of age on the date of formal
retirement.
(2)75% of the premium costs with at least 25 years of full-time creditable service with
the Assumption Parish Sheriff's Office and are 55 years of age on the date of formal
retirement.
(3)50% of the premium costs with at least 20 years of full-time creditable service with
the Assumption Parish Sheriff's Office and are 55 years of age on the date of formal
retirement.
Effective July 1, 2016.
