HOUSE CONCURRENT RESOL UTION NO. 100

VOTERS/VOTING: Requests the metropolitan council of the parish of East Baton Rouge
to consolidate polling places on the campus of LSU
1 A CONCURRENT RESOL UTION
2To urge and request the metropolitan council of the parish of East Baton Rouge to work with
3 Louisiana State University to consolidate polling places for residents of the Baton
4 Rouge campus of the university to provide for one, centralized polling place on
5 campus.
6 WHEREAS, the Louisiana Election Code provides that parish governing authorities
7establish precincts; and
8 WHEREAS, a polling place must be located in a public building if one is available;
9and
10 WHEREAS, all public bodies are required to allow the use of public buildings as
11polling places without cost or charge when the governing authority requires it; and
12 WHEREAS, there are two polling places for residents of the Baton Rouge campus
13of Louisiana State University; and
14 WHEREAS, R.S. 18:533(A)(2) provides that the "parish governing authority shall,
15to the extent possible, locate multiple precincts in a polling location, if it determines after
16due consideration that to locate multiple polling places within the same polling location
17would be efficient, cost-effective, and convenient to voters"; and
18 WHEREAS, a full-time student attending an institution of higher learning in
19Louisiana may register to vote at the place where the student resides while attending the
20institution; and
21 WHEREAS, it is important to engage students in the democratic process; and

1 WHEREAS, consolidating the separate polling places for residents of the Baton
2Rouge campus of Louisiana State University in one, centralized location on campus would
3make voting more convenient and therefore could increase voter participation; and
4 WHEREAS, the LSU Student Union, which is a center for campus life, should be
5considered as a possible location for the consolidated polling place.
6 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
7urge and request the metropolitan council of the parish of East Baton Rouge to work with
8Louisiana State University to consolidate polling places for residents of the Baton Rouge
9campus of the university to provide for one, centralized polling place on campus.
10 BE IT FURTHER RESOLVED that a suitable copy of this Resolution be transmitted
11to each member of the metropolitan council of the parish of East Baton Rouge and the
12president of Louisiana State University.
