HLS 16RS-703 ORIGINAL 2016 Regular Session HOUSE CONCURRENT RESOL UTION NO. 123 BY REPRESENTATIVE HENSGENS HIGHER EDUCATION: Requests that the Board of Regents study the compensation of public postsecondary education system presidents and other system officers and board members 1 A CONCURRENT RESOL UTION 2To urge and request the Board of Regents to study the compensation of public postsecondary 3 education system presidents and other system officers and board members and to 4 report its findings to the legislature at least sixty days prior to the 2017 Regular 5 Session of the Legislature of Louisiana. 6 WHEREAS, setting the state on a path of fiscal responsibility requires a thorough 7review of all areas of state operations and spending; and 8 WHEREAS, there are numerous areas within state government in which reforming 9the current policies and practices will produce savings or additional revenues for the state, 10including the area of public postsecondary education; and 11 WHEREAS, Article VIII, Section 5(D) of the Constitution of Louisiana provides for 12the powers, duties, and responsibilities of the Board of Regents, including the requirement 13that the board formulate and make timely revision of a master plan for postsecondary 14education; and 15 WHEREAS, the Board of Regents, through the development and implementation of 16the Master Plan for Postsecondary Education: 2011, adopted several broad goals, one of 17which is to achieve greater accountability, efficiency, and effectiveness in the postsecondary 18education system; and 19 WHEREAS, it is in the best interest of the state and its citizens to ensure that the 20long-term viability of the state's public postsecondary education system is sustained and that Page 1 of 2 HLS 16RS-703 ORIGINAL HCR NO. 123 1limited resources are used more effectively and efficiently; thus, all state expenditures 2relative to public postsecondary education merit a thorough examination, including the 3compensation of public postsecondary education system presidents and other system officers 4and board members. 5 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby 6urge and request that the Board of Regents conduct a study of the compensation of public 7postsecondary education system presidents and other system officers and board members, 8recognizing that such compensation encompasses not only base salaries but also personal 9emoluments, including but not limited to car or housing allowances. 10 BE IT FURTHER RESOLVED that the legislature requests that the Board of Regents 11identify peer systems and the compensation of system executives based upon the most recent 12data available from the Southern Regional Education Board, or if not available from the 13Southern Regional Education Board, then from such reliable sources as the Board of Regents 14selects. 15 BE IT FURTHER RESOLVED that the legislature requests that the Board of Regents 16report its findings to the House Committee on Education, the Senate Committee on 17Education, and the Joint Legislative Committee on the Budget at least sixty days prior to the 18convening of the 2017 Regular Session of the Legislature of Louisiana. 19 BE IT FURTHER RESOLVED that copies of this Resolution be transmitted to the 20commissioner of higher education and the chairman of the Board of Regents.
