HLS 16RS-3942 ORIGINAL 2016 Regular Session HOUSE CONCURRENT RESOL UTION NO. 124 BY REPRESENTATIVES DWIGHT, ABRAHAM, DANAHAY, FRANKLIN, GUINN, HENSGENS, AND HILL AND SENATORS JOHNS, MORRISH, AND PERRY CONDOLENCES: Expresses condolences upon the death of David Louis Kimball 1 A CONCURRENT RESOL UTION 2To express sincere and heartfelt condolences upon the death of David Louis Kimball. 3 WHEREAS, it was with deep regret and profound sorrow that the members of the 4Legislature of Louisiana learned of the death of David Louis Kimball on Tuesday, May 3, 52016, at the age of sixty-one; and 6 WHEREAS, Mr. Kimball was a native of New Orleans and a resident of Lake 7Charles for more than thirty years; and 8 WHEREAS, a graduate of Mandeville High School, Mr. Kimball also graduated 9from Southeastern University, where he received a bachelor's degree in history, and the 10Louisiana State University Paul M. Hebert Law Center; and 11 WHEREAS, after receiving his juris doctorate, Mr. Kimball began his thirty-three- 12year career with the Calcasieu Parish District Attorney's Office; he served under the 13administrations of district attorneys Leonard Knapp, Richard Ieyoub, Rick Bryant, and John 14DeRosier; and 15 WHEREAS, he served as an assistant district attorney with great pride and honor in 16many divisions; he served as the misdemeanor section chief and a felony prosecutor; and 17 WHEREAS, in 2012, Mr. Kimball was promoted to chief felony prosecutor, and in 18his years of service he prosecuted every type of criminal case; he ultimately rose to the 19position of administrative first assistant district attorney to help with the management and 20direction of the Calcasieu Parish District Attorney's Office; and Page 1 of 3 HLS 16RS-3942 ORIGINAL HCR NO. 124 1 WHEREAS, Mr. Kimball was highly respected among his peers; he enjoyed teaching 2and mentoring countless young attorneys, as well as teaching law enforcement officers at 3the Southwest Louisiana Law Enforcement Training Academy; and 4 WHEREAS, he placed great importance in helping those with mental health 5challenges, and he helped found the Fourteenth Judicial District Mental Health Court, which 6offers offenders with mental health issues the opportunity for rehabilitation; and 7 WHEREAS, Mr. Kimball was also a talented musician and an avid golfer and sports 8fan; he enjoyed reading, crossword puzzles, working in his yard, carpentry, and bonfires; and 9 WHEREAS, Mr. Kimball devoted his life to his family; he was a loving husband, 10father, stepfather, grandfather, and brother; and 11 WHEREAS, he was a faithful member of St. Theodore Catholic Church, where he 12served as a music minister for nearly twenty years; and 13 WHEREAS, he was preceded in death by his parents, Riley and Elizabeth Ramon 14Kimball; and his sister, Delia Higgins; and 15 WHEREAS, left to cherish his memory are his wife, Sandy Faulk Kimball; his 16children, Lyndsay, Morgan, Adam, and Andrew; his stepchildren, Amberly Farque and her 17husband Cullen, Trinity Daley, Jacob Daley, Breanna Daley, and Heather Abshire; his step 18grandchildren, Colton James Farque, Louis Bellard, Jeremiah Bellard, and Liam Daley; his 19brothers, Riley Kimball, Jr., and his wife Sharon, Harold Morrell, and Carl Morrell; his 20sister, Judy Morrell; his niece, Katie Stout; his nephew, Josh Kimball; and numerous 21cousins; and 22 WHEREAS, with the death of David Louis Kimball, Louisiana has lost one of her 23finest sons, a man whose accomplishments have left an indelible mark upon Calcasieu Parish 24and the state of Louisiana. 25 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby 26express sincere and heartfelt condolences upon the death of David Louis Kimball; does 27hereby recognize and record for posterity his extraordinary contributions and 28accomplishments; and does hereby pay tribute to him for the generous and effective way in 29which he dedicated his intelligence and his energy to legal scholarship and justice.
