HOUSE CONCURRENT RESOL UTION NO. 22
BY REPRESENTATIVE SMITH
HEALTH SERVICES:  Continues the study committee to evaluate the statewide system of
healthcare delivery created by HCR No. 170 of the 2015 R.S.
1	A CONCURRENT RESOL UTION
2To continue and provide with respect to the study committee to evaluate Louisiana's
3 statewide system of healthcare delivery created by House Concurrent Resolution No.
4 170 of the 2015 Regular Session of the Legislature.
5 WHEREAS, through House Concurrent Resolution No. 170 of the 2015 Regular
6Session, the legislature formed a special study committee to evaluate Louisiana's statewide
7system of healthcare delivery and to report findings concerning this system; and
8 WHEREAS, the study committee is composed of thirty-one members who,
9individually and collectively, possess significant expertise in major aspects of the state's
10healthcare system such as direct provision of health services, healthcare financing,
11development of the healthcare workforce, and public health advocacy; and
12 WHEREAS, since its inception, the study committee has held regular public
13meetings to examine the financial condition of the state's healthcare delivery system,
14evaluate issues related to healthcare access, assess overall health system capacity including
15the capacity of the state's healthcare workforce, identify innovations and best practices which
16may improve healthcare quality and health outcomes, and fulfill other purposes as provided
17in its authorizing resolution; and
18 WHEREAS, considering the rapid transformation of Louisiana's health system that
19has occurred since 2012 and the magnitude of health system reforms which the state is now
20poised to implement, the efforts of this study committee are vitally important at present and
21will remain so in the near term; and

1 WHEREAS, for the foregoing reasons, continuation of this study committee's efforts
2is a priority of the legislature.
3 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
4continue the study committee to evaluate Louisiana's statewide system of healthcare delivery
5created by House Concurrent Resolution No. 170 of the 2015 Regular Session.
6 BE IT FURTHER RESOLVED that legislative authority for the study committee
7shall continue through December 31, 2017.
8 BE IT FURTHER RESOLVED that the membership and purposes of the study
9committee shall continue as provided in House Concurrent Resolution No. 170 of the 2015
10Regular Session.
11 BE IT FURTHER RESOLVED that the committee is hereby authorized to receive
12and expend funds, through any member organization selected by the committee to act as a
13fiscal agent, as may be necessary to carry out its legislatively provided functions, including
14but not limited to funding provided by contract or other agreement with the Department of
15Health and Hospitals; funds appropriated by the legislature, including any appropriation of
16federal funds; and any public or private donations, gifts, or grants from governmental
17sources, individuals, corporations, nonprofit organizations, or other business entities.
18 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
19chancellor of Louisiana State University Health Sciences Center at New Orleans, the
20chancellor of Louisiana State University Health Sciences Center at Shreveport, the dean of
21the Southern University Nelson Mandela School of Public Policy, the secretary of the
22Department of Health and Hospitals, the commissioner of insurance, the chief executive
23officer of the Louisiana Association of Health Plans, the chief executive officer of the
24Louisiana State Medical Society, the president of the Louisiana Academy of Family
25Physicians, the executive director of the Louisiana Primary Care Association, the executive
26director of the Louisiana State Nurses Association, the president and chief executive officer
27of the Louisiana Hospital Association, the executive director of the Rural Hospital Coalition,
28Inc., the director of Navigators for a Healthy Louisiana, the president of the Louisiana
29Center for Health Equity, the director of the Campaign for Healthcare for Everyone -
30Louisiana, the executive director of the Advocacy Center, the executive director of the

1Louisiana Nursing Home Association, the director of the Louisiana State University Public
2Policy Research Lab, the director of the Louisiana Budget Project, the dean of the Tulane
3University School of Medicine, the president of the Louisiana Association of Nurse
4Practitioners, the chairperson of Medicine Louisiana, the chairperson of the Louisiana
5Behavioral Health Advisory Council, and the executive director of the Louisiana Physical
6Therapy Association.
