HLS 16RS-1306 ORIGINAL 2016 Regular Session HOUSE CONCURRENT RESOL UTION NO. 71 BY REPRESENTATIVE FOIL TRANSPORTATION: Urges and requests the Department of Transportation and Development to study the feasibility and practicality of placing a directional traffic control signal in the north bound lane on Essen Lane near the LSU Rural Life Museum 1 A CONCURRENT RESOL UTION 2To urge and request the Department of Transportation and Development to study the 3 feasibility and practicality of placing a directional traffic control signal in the north 4 bound lane on Essen Lane near the LSU Rural Life Museum. 5 WHEREAS, directional traffic control signals are designed to enhance highway 6safety, facilitate orderly movement of traffic, and reduce traffic delays and accidents; and 7 WHEREAS, Essen Lane is a heavily traveled area, with the LSU Rural Life Museum 8located near the interstate, and a directional traffic control signal may allow those working 9at or visiting the museum easier and safer access as well as alleviate traffic congestion. 10 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby 11urge and request the Department of Transportation and Development, in consultation with 12the local governing authority, to study the feasibility and to assess the advisability of 13erecting a directional traffic control signal in the north bound lane on Essen Lane near the 14LSU Rural Life Museum. 15 BE IT FURTHER RESOLVED that the Department of Transportation and 16Development complete a study, which shall consider traffic patterns, traffic volume, traffic 17speed, road features including curves and visibility, and whether lesser forms of traffic 18control would be effective.
