HLS 16RS-1878 ENGROSSED 2016 Regular Session HOUSE CONCURRENT RESOL UTION NO. 77 BY REPRESENTATIVE MONTOUCET HEALTH/DHH: Directs the Dept. of Health and Hospitals to evaluate and report on prospective models for improving care management in the Bayou Health program 1 A CONCURRENT RESOL UTION 2To authorize and direct the Department of Health and Hospitals to evaluate and report on 3 select healthcare delivery models for improving management of care before releasing 4 its next request for proposals to procure Medicaid managed care services. 5 WHEREAS, the Department of Health and Hospitals, referred to hereafter as the 6"department", launched the Medicaid managed care program known as Bayou Health in 72012 as a new model of delivering Medicaid-covered healthcare services in Louisiana; and 8 WHEREAS, since the inception of Bayou Health, the department has twice issued 9requests for proposals (RFPs) for services of Medicaid managed care organizations, and has 10contracted with five health plans pursuant to each RFP; and 11 WHEREAS, a thorough evaluation of the state's Medicaid managed care program 12conducted before the next Bayou Health RFP is issued, and prior to any attempt to extend 13any current Medicaid managed care organization contract, could help the department to 14ensure that this state is meeting the needs of its Medicaid enrollees in the most appropriate 15manner; and 16 WHEREAS, notable examples of innovative and successful pilot programs in other 17states that improve health system efficiencies and quality of care for Medicaid enrollees 18operate under the "accountable care organization" model; and 19 WHEREAS, accountable care organizations are groups of physicians, hospitals, and 20other healthcare providers who come together voluntarily to deliver coordinated, high- 21quality care to their patients; and Page 1 of 3 HLS 16RS-1878 ENGROSSED HCR NO. 77 1 WHEREAS, Louisiana has numerous community based organizations that provide 2critical primary and preventive care for underserved individuals and families, regardless of 3patients' ability to pay; and 4 WHEREAS, through better coordination of its existing healthcare infrastructure, 5Louisiana can become a leader in adapting best practices of other states, and can innovate 6a Louisiana-specific program which excels in providing comprehensive primary care, 7preventive care, and public health outreach to underserved patient populations and citizens 8with complex healthcare needs. 9 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby 10authorize and direct the Department of Health and Hospitals to evaluate select healthcare 11delivery models for improving management of care before releasing its next request for 12proposals to procure Medicaid managed care services. 13 BE IT FURTHER RESOLVED that the department is hereby authorized and directed 14to evaluate the effectiveness of coalitions organized in other states under the accountable 15care organization model which have assumed responsibility for the total cost and overall 16quality of care delivered for an assigned patient population. 17 BE IT FURTHER RESOLVED that in conducting its evaluation, the department 18shall consider models of delivery that would be allowed by the Centers for Medicare and 19Medicaid Services, Medicaid managed care programs of other states which utilize 20accountable care organizations, and the methods by which Louisiana could incorporate 21lessons learned from other states in the next Bayou Health plan procurement process in order 22to institute the optimal Medicaid managed care system for our state. 23 BE IT FURTHER RESOLVED that the department shall provide findings and 24recommendations resulting from its evaluation of the subjects required by this Resolution 25in the form of a written report, which may include any other information deemed necessary 26by the secretary of the department, and shall submit the report to the legislature no later than 27January 1, 2017. 28 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the 29secretary of the Department of Health and Hospitals.
