HOUSE CONCURRENT RESOL UTION NO. 87

ABORTION:  Requests a study and report by the Dept. of Health and Hospitals concerning
the possibility of reversing the effects of an abortion induced with drugs or chemicals
1	A CONCURRENT RESOL UTION
2To urge and request the Department of Health and Hospitals to study whether the effects of
3 an abortion induced with drugs or chemicals can be reversed, and to report findings
4 and recommendations concerning this matter to the legislative committees on health
5 and welfare.
6 WHEREAS, news reports published in February of 2015 indicated that Dr. George
7Delgado, medical director at Culture of Life Family Health Care in San Diego, California,
8had developed and successfully implemented a method of reversing what was thought to be
9the inevitably fatal effect of the RU-486 abortion pill; and
10 WHEREAS, in March of 2015, Arizona became the first U.S. state to enact a law
11requiring physicians who perform medication-induced abortions to tell women that the
12abortion procedure may be reversible; and
13 WHEREAS, implementation of these new requirements of physicians who perform
14abortions in Arizona has been delayed pending a ruling by the federal courts on the law
15establishing the requirements; and
16 WHEREAS, it is the longstanding policy of this state to protect the right to life of
17unborn children from the time of conception by prohibiting abortion impermissible only
18because of the decisions of the United States Supreme Court; and
19 WHEREAS, while enactment of a requirement for doctors who perform medication-
20induced abortions to tell women that the abortion procedure may be reversible would be

1consistent with the pro-life values of this state, establishing such a requirement would be 
2prudent only if the scientific basis of the abortion reversal method is sound.
3 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
4urge and request the Department of Health and Hospitals to study whether the effects of an
5abortion induced with drugs or chemicals can be reversed.
6 BE IT FURTHER RESOLVED that the Department of Health and Hospitals shall
7develop findings and recommendations concerning whether the effects of an abortion
8induced with drugs or chemicals can be reversed, and shall submit such findings and
9recommendations in the form of a written report to the House Committee on Health and
10Welfare and the Senate Committee on Health and Welfare no later than thirty days prior to
11the convening of the 2017 Regular Session of the Legislature.
12 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
13secretary of the Department of Health and Hospitals.
