HOUSE CONCURRENT RESOL UTION NO. 88
BY REPRESENTATIVE GAINES
ELECTIONS/PRECINCTS:  Requests parish governing authorities to work with public
postsecondary education institutions in the state to establish polling places on the
campuses of those institutions
1	A CONCURRENT RESOL UTION
2To urge and request parish governing authorities to work with public postsecondary
3 education institutions in the state to establish polling places on the campuses of those
4 institutions.
5 WHEREAS, the Louisiana Election Code provides that parish governing authorities
6establish precincts; and
7 WHEREAS, a polling place must be located in a public building if one is available;
8and
9 WHEREAS, all public bodies are required to allow the use of public buildings as
10polling places without cost or charge when the governing authority requires it; and
11 WHEREAS, a full-time student attending an institution of higher learning in
12Louisiana may register to vote at the place where the student resides while attending the
13institution; and
14 WHEREAS, it is important to engage students in the democratic process.
15 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
16urge and request parish governing authorities to work with public postsecondary education
17institutions in the state to establish polling places on the campuses of those institutions.
18 BE IT FURTHER RESOLVED that a suitable copy of this Resolution be sent to the
19secretary of state; the Police Jury Association of Louisiana; the president of each public
20postsecondary education system, who shall be responsible for disseminating a copy to each

1institution under the supervision of the system; the chairman of the Board of Regents; and
2the commissioner of higher education.
