HLS 16RS-3352 ORIGINAL 2016 Regular Session HOUSE RESOLUTION NO. 102 BY REPRESENTATIVE BARRAS SPECIAL DAY/WEEK/MONTH: Designates Thursday, April 28, 2016, as Louisiana Community and Technical College System Workforce Experience and Taste of Louisiana Day at the state capitol 1 A RESOLUTION 2To designate Thursday, April 28, 2016, as Louisiana Community and Technical College 3 System Workforce Experience and Taste of Louisiana Day at the state capitol. 4 WHEREAS, Louisiana's community and technical colleges have provided high- 5quality academic and workforce training programs since the creation of the system in 1999 6and offer credentials such as certificates, technical diplomas, industry-based certifications, 7and associate degrees in high-demand, high-income industries, and provide workforce 8solutions for business and industry; and 9 WHEREAS, in 2015, the thirteen colleges that make up the Louisiana Community 10and Technical College System enrolled more than 150,000 students in credit programs, non- 11credit workforce training programs, and adult education programs; and 12 WHEREAS, in 2015, Louisiana's community and technical colleges had 21,743 13graduates, its largest graduating class ever, seventy percent of whom graduated in programs 14that lead to high-demand, high-income careers; and 15 WHEREAS, in 2015, Louisiana's community and technical colleges had more than 1612,000 students transfer to various four-year universities, and these institutions have worked 17collaboratively with the state's baccalaureate degree granting public universities to establish 182 Plus 2 Programs, articulation agreements, and share best practices; and 19 WHEREAS, according to a recent study, WorkReady U, Louisiana's comprehensive 20adult education system designed to serve undereducated and underemployed citizens of the Page 1 of 3 HLS 16RS-3352 ORIGINAL HR NO. 102 1state, ranked fifteenth in the nation when measured for basic skills attainment, and outpaced 2the national measurable skills average and the southern measurable skills average by three 3percent and six percent, respectively; and 4 WHEREAS, in 2015, six colleges in the Louisiana Community and Technical 5College System were named in a recent list of the fastest-growing community and technical 6colleges in the nation, and three colleges had their largest graduating classes ever; and 7 WHEREAS, Louisiana's community and technical colleges have made it a priority 8to build mutually beneficial partnerships with industry, to make strategic investments, and 9to align programs and curricula to meet local and statewide industry needs; and 10 WHEREAS, Louisiana's community and technical colleges have worked diligently 11to ensure that students receive a world-class education at an affordable price in a nurturing 12and rigorous environment that will prepare them for a rewarding career; and 13 WHEREAS, the faculty, staff, administration, and system board members and its 14employees have dedicated their lives and put their professional reputations on the line for 15the advancement of the students and the communities they serve; and 16 WHEREAS, Louisiana is served by the good works of its community and technical 17colleges across the state, and the citizens can be confident in looking to the Louisiana 18Community and Technical Colleges System for solutions to the state's educational and 19workforce development needs. 20 THEREFORE, BE IT RESOLVED that the House of Representatives of the 21Legislature of Louisiana does hereby designate Thursday, April 28, 2016, as Louisiana 22Community and Technical College System Workforce Experience and Taste of Louisiana 23Day at the state capitol, and does hereby commend the dedicated work and the contributions 24of the employees and students of the Louisiana Community and Technical College System 25to the great state of Louisiana. 26 BE IT FURTHER RESOLVED that a suitable copy of this Resolution be transmitted 27to the Louisiana Community and Technical College System board of supervisors and system 28president Monty Sullivan.
