HOUSE RESOLUTION NO. 118

HOUSE/RULES:  Provides for the recommittal of instruments relative to requests to the
Louisiana State Law Institute to study matters to the Committee on Civil Law and
Procedure
1	A RESOLUTION
2To adopt House Rule 6.8(J) of the Rules of Order of the House of Representatives to provide
3 for the recommittal of legislative instruments relative to studies by the Louisiana
4 State Law Institute to the Committee on Civil Law and Procedure.
5 BE IT RESOLVED by the House of Representatives of the Legislature of Louisiana
6that House Rule 6.8(J) of the Rules of Order of the House of Representatives is hereby
7adopted to read as follows:
8 Rule 6.8.  Recommittal: Constitutional amendments; special elections; propositions;
9	study resolutions; Capital Outlay Bill; minimum foundation resolution;
10	legislative instruments creating special funds; legislative instruments with a
11	fiscal impact; public records exceptions; interstate compacts; Louisiana State
12	Law Institute studies

14	J.  Any legislative instrument which contains a provision the effect of which
15 requires, directs, or requests the Louisiana State Law Institute to study one or more
16 matters, having been referred to a standing committee other than the Committee on
17 Civil Law and Procedure under the provisions of Rule 6.5, if reported, shall be
18 reported in accordance with the requirements of Rule 6.11(A).  However, after such
19 report, any such House instrument ordered engrossed, immediately following the
20 engrossment order, and any such Senate instrument reported favorably or with

1 amendments, immediately following the reading of such report and action on any
2 amendments reported, shall be recommitted by the Speaker to the Committee on
3 Civil Law and Procedure.

Abstract:  Requires any legislative instrument which requires, directs, or requests the La.
State Law Institute to study one or more matters to be recommitted to the Committee
on Civil Law and Procedure, if reported by a different standing committee.
Present House Rule (House Rule 6.8) requires the recommittal of certain legislative
instruments including constitutional amendments (Civil Law & Procedure); resolutions
proposing certain studies (House and Governmental Affairs); instruments with an estimated
fiscal cost of $100,000 or more annually of state general funds (Appropriations); the Capital
Outlay Bill (Appropriations); the MFP concurrent resolution (Appropriations); special funds
(Appropriations);  Senate instruments with a net decrease in fees or a net increase in fees or
taxes of $500,000 or more (Ways & Means); public records exceptions (House and
Governmental Affairs); and provisions to join an interstate compact (House and
Governmental Affairs).
Proposed House Rule further requires any legislative instrument which contains a provision
the effect of which requires, directs, or requests the La. State Law Institute to study one or
more matters to be recommitted to the Committee on Civil Law and Procedure, if reported
by a different standing committee.
