COMMENDATIONS: Commends Marvin McFarland for his service and involvement in
the Deputies Making a Change youth mentoring program
1 A RESOLUTION
2To commend Corporal Marvin McFarland for his service and involvement in the Ouachita
3 Parish Sheriff's Office Deputies Making a Change youth mentoring program.
4 WHEREAS, Deputies Making a Change (DMAC) is a program with the laudable
5goal of reducing the incarceration rate among young children in Ouachita Parish; the
6deputies of DMAC provide mentoring relationships to youth who are failing in school, at
7risk of being incarcerated, or who have problems with authority; and
8 WHEREAS, DMAC deputies use their knowledge, experience, and a plethora of
9physical fitness and life skill tools to enhance the thinking ability of young people and to
10promote positive behaviors; each DMAC deputy is tasked with instilling in the youth the
11seven core values of the program: discipline, education, accountability, commitment,
12motivation, respect for authority, and self reliance; and
13 WHEREAS, the farming background of Marvin McFarland prepared him well for
14the hard work and discipline necessary to reach at-risk youth; he grew up a son of farm life
15in Baskin; and
16 WHEREAS, at the age of twenty-one, McFarland began his law enforcement career
17at the Ouachita Parish Sheriff's Office; he acquired valuable skills in community work and
18attained the rank of corporal; Corporal McFarland's work with Deputies Making a Change
19has enriched the youth of Ouachita Parish, and it is appropriate to acknowledge his efforts
20to improve the lives of young people in the neighborhoods of the parish.

1 THEREFORE, BE IT RESOLVED that the House of Representatives of the
2Legislature of Louisiana does hereby commend Corporal Marvin McFarland for sowing
3seeds of change into the lives of at-risk youth in Ouachita Parish and does hereby express
4best hopes for continued success with Deputies Making a Change.
5 BE IT FURTHER RESOLVED that a suitable copy of this Resolution be transmitted
6to Corporal Marvin McFarland.
