CURRICULA:  Requests a study relative to the feasibility and advisability of allowing
Anatomy and Physiology to satisfy certain requirements for high school graduation
and qualification for Taylor Opportunity Program for Students awards
1	A RESOLUTION
2To urge and request the State Board of Elementary and Secondary Education, the Louisiana
3 Student Financial Assistance Commission, and the Board of Regents to study
4 collaboratively the feasibility and advisability of allowing a course in Anatomy and
5 Physiology to satisfy certain requirements relative to high school graduation and
6 qualification for Taylor Opportunity Program for Students (TOPS) awards.
7 WHEREAS, the Constitution of Louisiana provides that it is the goal of the state's
8public educational system to afford every individual an equal opportunity to develop to his
9full potential; and
10 WHEREAS, Anatomy and Physiology is a dynamic and challenging high school
11science course that provides an excellent foundation for students planning to pursue careers
12in the health care field; and
13 WHEREAS, this course is being phased out as one that fulfills science requirements
14relative to high school graduation and the core curricula required for qualification for a
15TOPS award; and
16 WHEREAS, some teachers and students have expressed a desire to retain this
17rigorous course as an option for satisfying both high school graduation and TOPS core
18curricula requirements; and 
19 WHEREAS, there has been a move in recent years to align high school graduation
20requirements with the TOPS core curricula; thus, any consideration of allowing certain

1courses to satisfy high school graduation requirements should be made in concert with
2considerations of courses required for TOPS qualification; and
3 WHEREAS, in order to fulfill the state's constitutional duty of affording every
4student an equal opportunity to develop to his full potential, it is imperative the feasibility
5and advisability of allowing Anatomy and Physiology to satisfy high school graduation and
6TOPS eligibility requirements receive a thorough evaluation.
7 THEREFORE, BE IT RESOLVED that the House of Representatives of the
8Legislature of Louisiana does hereby urge and request the State Board of Elementary and
9Secondary Education, the Louisiana Student Financial Assistance Commission, and the
10Board of Regents study collaboratively the feasibility and advisability of allowing a course
11in Anatomy and Physiology to satisfy certain requirements relative to high school graduation
12and qualification for Taylor Opportunity Program for Students awards and submit a written
13report of findings, conclusions, and recommendations to the House Committee on Education
14not later than sixty days prior to the beginning of the 2017 Regular Session of the Legislature
15of Louisiana.
16 BE IT FURTHER RESOLVED that a suitable copy of this Resolution be transmitted
17to the president of the State Board of Elementary and Secondary Education, the chairman
18of the Louisiana Student Financial Assistance Commission, and the chairman of the Board
19of Regents.
