LEGISLATIVE COMMITTEES: Provides relative to subcommittees of the Committee on
Appropriations
1 A RESOLUTION
2To amend and readopt House Rules 6.4(F)(1)(a), (c), and (d) and to adopt House Rule
3 6.4(F)(1)(g) of the Rules of Order of the House of Representatives to provide relative
4 to the standing subcommittees of the Committee on Appropriations.
5 BE IT RESOLVED by the House of Representatives of the Legislature of Louisiana
6that House Rules 6.4(F)(1)(a), (c), and (d) of the Rules of Order of the House of
7Representatives are hereby amended and readopted and House Rule 6.4(F)(1)(g) of the Rules
8of Order of the House of Representatives is hereby adopted to read as follows:
9 Rule 6.4. Committee on Appropriations; subcommittees

11 F.(1) The review of the executive budget shall be conducted by the following
12 standing subcommittees of the Committee on Appropriations for the following
13 schedule numbers and departments.
14 (a) Elementary and Secondary Education: which shall review the budgets
15 and appropriations for that portion of Schedule 19, which includes the budgets and
16 appropriations for the Department of Education, Higher Education, unless otherwise
17 allocated herein, and Special Schools and Commissions.

19 (c) Health and Human Services: which shall review the budgets and
20 appropriations for Schedule 09, the Department of Health and Hospitals; Schedule
21 10, the Department of Social Services Children and Family Services; and that portion
22 of Schedule 19 which includes the budgets and appropriations for the Health Care

1 Services Division, within the LSU Health Sciences Centers, and the budgets and
2 appropriations associated with the delivery of health care services in Louisiana.
3 (d) Business Development: which shall review the budgets and
4 appropriations for Schedule 05, the Department of Economic Development;
5 Schedule 13, the Department of Environmental Quality; Schedule 04-165, the
6 Department of Insurance; Schedule 14, the Department of Labor Louisiana
7 Workforce Commission; and Schedule 04-158, the Public Service Commission.

9 (g) Postsecondary Education: which shall review the budgets and
10 appropriations for that portion of Schedule 19 which includes the budgets and
11 appropriations for postsecondary education, unless otherwise allocated herein.

Abstract: Divides the Committee on Appropriations Subcommittee on Education into the
Subcommittee on Elementary and Secondary Education and the Subcommittee on
Postsecondary Education.
Present House Rule establishes the following standing subcommittees of the Committee on
Appropriations: Education, General Government, Health and Human Services, Business
Development, Infrastructure and Resources, and Public Safety and Corrections and further
specifies which portions of the executive budget each is to review. Present House Rule
authorizes the Appropriations Committee chairman to appoint the chairman, vice chairman,
and members of subcommittees. Provides that the chairman of the Appropriations
Committee shall establish the work schedule of the subcommittees and may refer other
budgets and appropriations to the subcommittees for review.
Proposed House Rule divides the Subcommittee on Education into the Subcommittee on
Elementary and Secondary Education and the Subcommittee on Postsecondary Education
and specifies which portions of Schedule 19 of the executive budget each is to review.
Further, corrects the names of the Dept. of Children and Family Services and the La.
Workforce Commission and clarifies that the Subcommittee on Health and Human Services
reviews budget and appropriations for the "Health Care Services Division within the LSU
Health Sciences Centers, and the budgets and appropriations associated with the delivery of
health care services in Louisiana" rather than the "Health Care Services Division, the LSU
Health Sciences Centers, and the budgets associated with the delivery of health care services
in Louisiana."
(Amends House Rules 6.4(F)(1)(a),(c), and (d); Adds House Rule 6.4(F)(1)(g))
