HLS 16RS-5235 ORIGINAL 2016 Regular Session HOUSE RESOLUTION NO. 249 BY REPRESENTATIVE POPE EDUCATION ACCOUNTABILITY: Requests that the Governor's Advisory Council on the Every Student Succeeds Act (ESSA), in conducting its ESSA review, study and report to the governor relative to its impact on school and district accountability 1 A RESOLUTION 2To urge and request the Governor's Advisory Council on the Every Student Succeeds Act 3 (ESSA), in conducting its review of ESSA, to study the impact of ESSA on the 4 state's school and district accountability system and to include in its final report to 5 the governor its findings and conclusions relative to the issue, including any 6 recommendations for changes to state law or state policy with respect to such system. 7 WHEREAS, present law requires a statewide system of accountability for schools 8and school districts; and 9 WHEREAS, many feel that the current school and district accountability system 10places too heavy an emphasis on the outcomes of high stakes standardized tests; and 11 WHEREAS, much of the school and district accountability system as it exists has 12been driven by the requirements of the federal No Child Left Behind Act; and 13 WHEREAS, the newly adopted federal law, ESSA, grants states much more 14flexibility relative to their education accountability systems; and 15 WHEREAS, the Governor's Advisory Council on the Every Student Succeeds Act, 16created by executive order on May 26, 2016, is charged with conducting an extensive review 17of ESSA; making recommendations on specific actions necessary for implementation of 18ESSA in Louisiana; and submitting to the governor an initial report by December 31, 2016, 19and final report by March 1, 2017, outlining the requirements and recommendations for 20implementation of ESSA in Louisiana; and Page 1 of 2 HLS 16RS-5235 ORIGINAL HR NO. 249 1 WHEREAS, this council is well suited to study the school and district accountability 2system, and it is appropriate that the council include in its review of ESSA a thorough 3analysis of how it impacts such system. 4 THEREFORE, BE IT RESOLVED that the House of Representatives of the 5Legislature of Louisiana does hereby urge and request the Governor's Advisory Council on 6the Every Student Succeeds Act (ESSA), in conducting its review of ESSA, to study the 7impact of ESSA on the state's school and district accountability system and to include in its 8final report to the governor its findings and conclusions relative to the issue, including any 9recommendations for changes to state law or state policy with respect to such system. 10 BE IT FURTHER RESOLVED that a suitable copy of this Resolution be transmitted 11to Governor John Bel Edwards.
