1 AN ACT
2 To enact R.S. 3:2364(D)(11) and 2366, relative to animal shelters; to create the Louisiana
3 Animal Shelter Registry; to provide relative to the duties of the Louisiana Animal
4 Welfare Commission; to provide for voluntary registration of animal shelters; to
5 provide for definitions; to provide for registration form requirements; to require
6 certain records; and to provide for related matters.
7 Be it enacted by the Legislature of Louisiana:
8 Section 1. R.S. 3:2364(D)(11) and 2366 are hereby enacted to read as follows:
9 §2364. Louisiana Animal Welfare Commission

11 D. Duties and functions. The commission shall have powers and duties
12 necessary to carry out its purpose, including but not limited to the following:

14 (11) To establish and maintain the Louisiana Animal Shelter Registry.

16 §2366. Louisiana Animal Shelter Registry
17 A. The legislature finds that the establishment and maintenance of a
18 voluntary animal shelter registry will enable the Louisiana Animal Welfare
19 Commission to carry out its duties.
20 B. As used in this Section, the following terms are defined as follows:
21 (1) "Commission" means the Louisiana Animal Welfare Commission.
22 (2) "Public animal shelter" means an animal shelter owned, operated,
23 or designated for the purpose of impoundment of animals by any parish,
24 municipality, or other subdivision of the state.
25 C. The commission shall establish and maintain a registry for animal
26 shelters called the Louisiana Animal Shelter Registry.
27 D. On or before the first day of February of each calendar year, each

1 parish governing authority may submit to the commission a list of all public
2 animal shelters located within the parish's jurisdiction. The list shall include:
3 (1) The name, physical address, mailing address, contact number, and
4 email address of the public animal shelter.
5 (2) The name, physical address, mailing address, contact number, and
6 email address of the operator of the public animal shelter.
7 (3) The name and contact information for the parish or municipal animal
8 control officer.
9 (4) The hours of operation.
10 E. On or before the first day of February of each calendar year, each
11 public animal shelter may submit the following to the commission:
12 (1) The Basic Animal Data Matrix, submitted as
13 "transparent" data, to the Shelter Animals Count database found at
14 http://www.shelteranimalscount.org. Public animal shelters may submit the
15 matrix electronically through this website or fill it out manually and mail it to
16 the commission, which will input the data on behalf of the shelter.
17 (2) A brief narrative description, not to exceed two pages of twelve point
18 font, of how the animal shelter is ensuring compliance with the provisions of
19 R.S. 3:2461 et seq. and R.S. 3:2471 et seq.
