DIGEST SB 230 Engrossed 2016 Regular Session Peterson Present law provides that HEAL shall operate in accordance with a master plan, a cooperative and coordinated multi-institutional complex to attract medical services within a functional geographic relationship to the complex. Proposed law repeals present law references to the complex and proximity to the complex. Present law includes a thirteen member board of trustees, eight of which make a quorum. Proposed law changes the board to nine members made up of one from each of the five public service commission districts and four at-large members, all appointed by and serving at the pleasure of the governor. Proposed law establishes that a majority of the appointed members constitute a quorum. Present law includes a bond cap of $400 million. Proposed law increases the cap to $800 million.
