RÉSUMÉ DIGEST ACT 577 (SB 230) 2016 Regular Session Peterson Prior law provided that the Health Education Authority of Louisiana ("HEAL" or the "authority") shall operate, in accordance with a master plan, a cooperative and coordinated multi-institutional complex to attract medical services within a functional geographic relationship to the complex. New law repeals references in prior law to the complex and proximity to the complex. Prior law included a 13 member board of trustees, eight of which make a quorum. New law changes the board to nine members made up of one from each of the five public service commission districts and four at-large members, all appointed by and serving at the pleasure of the governor. New law establishes that a majority of the appointed members constitute a quorum. Prior law established a cap for bond issuance by HEAL in the amount of $400 million. New law increases the cap to $800 million. Prior law established that no bonds of the authority shall be issued or sold by the State Bond Commission without the prior approval of the secretary of the Department of Health and Hospitals (DHH). New law revises prior law to provide that no bonds of the authority shall be issued or sold by the authority without prior approval of the State Bond Commission. Prior law referenced Charity Hospital of Louisiana. New law updates the references to refer to the hospital by its current name, University Medical Center. Prior law requires formulation of a general master plan for development of the original complex. New law repeals prior law. Prior law placed HEAL within the DHH office of management and finance. New law transfers HEAL to the Department of Education. Prior law required DHH to staff HEAL to carry out policies and administer the functions of the authority. New law repeals prior law. Effective August 1, 2016.
