MENTAL HEALTH. Adds certain legislators to the governing board of the Northeast Delta
Human Services Authority. (8/1/16)
1 AN ACT
2 To amend and reenact R.S. 28:893(A) and (B)(1) and to enact R.S. 28:893(B)(4), relative
3 to certain health care authorities; to provide for board membership; to provide for
4 voting status; to provide for an effective date; and to provide for related matters.
5 Be it enacted by the Legislature of Louisiana:
6 Section 1. R.S. 28:893(A) and (B)(1) are hereby amended and reenacted and R.S.
7 28:893(B)(4) is hereby enacted to read as follows:
8 ยง893. Governing board; membership; appointment; terms; compensation
9 A. The authority shall be governed by a board of seventeen twenty-one
10 members, four of whom shall be comprised of the members of the Louisiana
11 Senate representing the twelve parishes covered by the authority as set forth in
12 Paragraph (B)(4) of this Section. Each senator shall serve as an ex officio
13 nonvoting member. The board shall also include four residents from the parish of
14 Ouachita; two residents each from the parishes of Morehouse and Lincoln; and one
15 resident each from the parishes of Caldwell, East Carroll, Franklin, Jackson,
16 Madison, Richland, Tensas, Union, and West Carroll.
17 B.(1) The members who are not members of the Louisiana Senate shall be

1 appointed by the governing authority of each parish, with the exception of Ouachita
2 Parish, in which they shall be appointed by the Ouachita Council of Government. All
3 appointments shall require ratification by a plurality of the legislative delegation
4 representing the twelve parishes which are included in the authority. The initial
5 appointments shall be made no later than January 1, 2007.

7 (4) The four Senate members shall be appointed by the president of the
8 Senate and shall be comprised of the senators representing Senate District No.
9 32, Senate District No. 33, Senate District No. 34, and Senate District No. 35.
10 Each member shall serve for the duration of the legislative term during which
11 they are appointed.

13 Section 2. This Act shall become effective on August 1, 2016; if vetoed by the
14 governor and subsequently approved by the legislature, this Act shall become effective on
15 August 1, 2016, or on the day following such approval by the legislature, whichever is later.

Present law establishes the Northeast Delta Human Services Authority board composition
to include 17 members:
(1)4 residents from Ouachita Parish
(2)2 residents from Morehouse Parish
(3)2 residents from Lincoln Parish
(4)1 resident each from Caldwell, East Carroll, Franklin, Jackson, Madison, Richland,
Tensas, Union and West Carroll.
Proposed law adds four members from the Louisiana Senate to serve as ex officio nonvoting
members. The members shall be appointed by the president and shall be comprised of the
senators representing Senate District Nos. 32, 33, 34 and 35.
Effective August 1, 2016.
