MOTOR VEHICLES.  Creates "100% DAV" military honor license plate. (8/1/16)
1	AN ACT
2 To enact R.S. 47:490.30, relative to motor vehicles; to create a military honor license plate
3 for a veteran who is one hundred percent disabled; and to provide for related matters.
4 Be it enacted by the Legislature of Louisiana:
5 Section 1.  R.S. 47:490.30 is hereby enacted to read as follows: 
6 ยง490.30. Military honor license plates for certain disabled veterans; one
7	hundred percent disabled
8	A. For the purpose of this Section, a qualified disabled veteran shall be
9 any veteran who has a service-connected disability of one hundred percent as
10 determined by the United States Department of Veterans Affairs and who is a
11 resident of this state.
12	B. Upon the application of a qualified disabled veteran, the secretary
13 shall issue to such veteran a military honor license plate, restricted to passenger
14 cars, pickup trucks, recreational vehicles, motorcycles, and vans, to be used in
15 lieu of the regular motor vehicle registration license plate. The military honor
16 license plate shall contain the designation "100% DAV" and shall bear the
17 international symbol of accessibility followed by such numbers as the secretary

1 finds expedient. The applicant shall comply with all state laws relating to
2 registration and licensing of motor vehicles and shall, at the time of application,
3 present such proof of status as a qualified disabled veteran as shall be
4 acceptable to the secretary.
5	C. No fee shall be charged for the license plates authorized by this
6 Section and such plates shall not be subject to the renewal requirements
7 applicable to standard plates.
8	D. The secretary shall establish such rules and regulations as are
9 necessary to implement the provisions of this Section, including but not limited
10 to rules and regulations governing the transfer and disposition of such license
11 plates.
12	E. The secretary may issue a military honor license plate, as provided for
13 in this Section, for each vehicle registered in the applicant's name, and the
14 holder of such license plate shall be accorded the same privileges as holders of
15 license plates for persons with mobility impairments.  The secretary shall also
16 issue a hang tag as provided in R.S. 47:463.4(B)(1), which bears the
17 international symbol of accessibility, to a one hundred percent disabled veteran
18 who has or is issued such a plate and who requests the hang tag.  No fee shall be
19 charged for the hang tag, and it shall be exempt from renewal requirements
20 applicable to hang tags issued pursuant to R.S. 47:463.4.  However, lost,
21 destroyed, or mutilated hang tags shall be replaced according to the provisions
22 of R.S. 47:463.4(C), including payment of the reissuance fee.  A person using the
23 hang tag in a vehicle with a one hundred percent disabled veteran license plate
24 is not required to obtain or possess a mobility impairment driver's license or
25 identification card.

Present law authorizes the issuance of various military honor license plates.
Proposed law requires the issuance of a military honor license plate to a qualified disabled
veteran who has a service-connected disability of 100% as determined by the U.S. Dept. of
Veterans Affairs and who is a resident of this state. Provides for the plate to contain the
designation "100% DAV" and the international symbol of accessibility. Requires issuance
of the plate without a fee and without renewal requirements applicable to standard plates.
Requires the secretary to establish such rules and regulations as are necessary to implement
the provisions of proposed law. Provides for issuance of mobility-impaired hang tags to
applicants for military honor license plates. Provides for the disposition of military honor
license plates and hang tags.
Effective August 1, 2016.
