Proposed law applies to parishwide solid waste disposal districts created by an Act of the legislature
and designated as a Solid Waste Disposal District situated in a parish governed by home rule charter
and with a population of between 25,000 and 50,000 persons according to the latest federal decennial
census.
Provides that the governing authority of a district, in addition to the other powers and duties provided
by law, shall have the power and duty to provide for road maintenance and construction within the
district.
Provides that the district, through its governing authority, may redirect the proceeds of a tax levied,
collected, and used by the district as authorized according to law, if the parish governing authority
approves the calling of an election for that purpose, the district obtains the consent and approval of
the State Bond Commission pursuant to R.S. 39:1410.61, and the qualified electors of the district
approve the proposition at an election called for that purpose, all according to law.
Effective upon signature of the governor or lapse of time for gubernatorial action.
