LAW ENFORCEMENT.  Excludes carrying a concealed handgun from the crime of illegal
carrying of weapons for certain persons. (8/1/16)
1	AN ACT
2 To enact R.S. 14:95(L), relative to illegal carrying of weapons; to exempt certain Louisiana
3 residents from the crime of illegal carrying of weapons if the firearm is a handgun;
4 to provide applicability; and to provide for related matters.
5 Be it enacted by the Legislature of Louisiana:
6 Section 1.  R.S. 14:95(L) is hereby enacted to read as follows: 
7 ยง95. Illegal carrying of weapons

9	L. The provisions of Paragraph (A)(1) of this Section shall not apply to
10 a Louisiana resident if all of the following conditions are met:
11	(1) The Louisiana resident is twenty-one years of age or older.
12	(2) The Louisiana resident is not prohibited from possessing a firearm
13 under the provisions of R.S. 14:95.1 or any federal law.
14	(3) The firearm is a handgun that is commonly referred to as a pistol or
15 revolver originally designed to fire or is capable of firing fixed cartridge
16 ammunition. For purposes of this Subsection, the term "handgun" shall not
17 include a shotgun or rifle that has been altered by having its stock or barrel cut

Present law prohibits the concealed carry of any firearm or other instrument customarily
used as a dangerous weapon.
Proposed law creates an exception and allows a Louisiana resident 21 years of age or older
to carry a concealed handgun if the resident is not prohibited from possessing a firearm
under a state or federal law.
Proposed law provides that the firearm must be a handgun commonly referred to as a pistol
or revolver designed to be fired by the use of a single hand and that is designed to fire or is
capable of firing fixed cartridge ammunition.
Proposed law prohibits the concealed carry of shotguns or rifles that have been altered by
having their stocks or barrels cut or shortened.
Effective August 1, 2016.
