SLS 16RS-267 ORIGINAL 2016 Regular Session SENATE CONCURRENT RESOL UTION NO. 16 BY SENATORS MORRISH AND JOHNS AND REPRESENTATI VE GUINN CONDOLENCES. Expresses condolences of the legislature upon the death of Louisiana State Trooper Steven Vincent. 1 A CONCURRENT RESOL UTION 2 To express the sincere and heartfelt condolences of the Legislature of Louisiana to the 3 family of Senior Trooper Steven James Vincent, Unit Number D-57 of the Louisiana 4 State Police. 5 WHEREAS, it is with deep sadness and profound sorrow that the members of the 6 Legislature of Louisiana learned of the passing of Trooper Steven Vincent on August 24, 7 2015, at the age of forty-four, as a result of injuries he sustained in the line of duty; and 8 WHEREAS, Steven Vincent was known as a deeply devoted husband, father, and 9 son, an honorable veteran, and a dedicated law enforcement officer to the citizens of 10 Louisiana; and 11 WHEREAS, those who knew Steven Vincent would say he lived a tremendously 12 enriched life, in his faith and in his love for his family which he expressed often to his wife, 13 Katherine Tilley Vincent; son, nine year old Ethan James Vincent; father, James Howard 14 Vincent; mother Mildred Marie Arabie Vincent; and sisters, Renae Perry and Miranda 15 Priola; two brothers, Keith and Terrell Vincent; and extended family members and friends; 16 and 17 WHEREAS, as a life-long resident of Louisiana, Steven Vincent lived in the town 18 of Iowa, graduated from Iowa High School, attended LSU Eunice and McNeese State Page 1 of 2 SCR NO. 16 SLS 16RS-267 ORIGINAL 1 University, and later graduated from the Louisiana State Police Academy; and 2 WHEREAS, Steven Vincent's love for his country lead to him serving courageously 3 in the United States Army during Operations Desert Shield and Desert Storm; and 4 WHEREAS, law enforcement being a family tradition, led Steven Vincent to serve 5 with the Lake Charles Police Department for eleven years and the Louisiana State Police for 6 thirteen years, while his brother Keith Vincent serves as Chief of Police of the town of Iowa, 7 Louisiana and his brother Terrell Vincent serves as a fellow Louisiana State Trooper; and 8 WHEREAS, Colonel Michael Edmonson, Superintendent of Louisiana State Police, 9 said it best when he stated, "Trooper Vincent embodied what it meant to be a Louisiana State 10 Trooper and a first responder. He epitomized all that is great about our organization. He 11 didn't just believe in our core values; he lived them. The citizens of this state were well 12 served by Vincent"; and 13 WHEREAS, while Senior Trooper Steven Vincent was truly one of Louisiana's finest 14 citizens who left too soon, he will always be remembered; as Abraham Lincoln once said, 15 "In the end, it's not the years in your life that count, it's the life in your years". 16 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby 17 express sincere and heartfelt condolences to the family of Senior Trooper Steven James 18 Vincent and does hereby acknowledge a life well spent in service to his God, family, 19 country, and the citizens of Louisiana. 20 BE IT FURTHER RESOLVED that copies of this Resolution be transmitted to his 21 family.
