SENATE CONCURRENT RESOL UTION NO. 27
BY SENATORS PEACOCK AND TARVER 
COMMENDATIONS.  Commends Dr. John H. Haynes Jr. on his retirement.
1	A CONCURRENT RESOL UTION
2 To commend Dr. John H. Haynes Jr. on his retirement.
3 WHEREAS, Dr. John H. Haynes Jr. has announced his retirement, effective August
4 1, 2016, after serving the citizens of North Caddo Parish for fifty years; and
5 WHEREAS, Dr. Haynes received his Bachelor of Science degree from Centenary
6 College, his medical degree from the University of Texas Medical Branch School in
7 Galveston, and completed his internship and residency at John Peter Smith Hospital in Fort
8 Worth, Texas; and
9 WHEREAS, he became the chief of staff of the North Caddo Medical Center and has
10 served as a board certified family practitioner at the Medical and Surgical Clinic in Vivian,
11 Louisiana, since 1966; and
12 WHEREAS, Dr. Haynes and his longtime partner, Dr. Stephen Taylor, developed the
13 first Rural Family Practice Fellowship and Residency program in the United States; and
14 WHEREAS, physicians who have successfully completed this program are caring
15 for patients throughout the United States and in third world countries; and
16 WHEREAS, in 1993, Dr. Haynes received the first-ever Country Doctor of the Year
17 award in 1993 by Staff Care, and was named Louisiana Family Practitioner of the Year in
18 1998 and 2004, and Louisiana's Rural Practitioner of the Year in 1998 and 2009; and

1 WHEREAS, Dr. Haynes is quick to say his greatest reward is serving the families
2 of the community for up to five generations, seeing them healthy, and knowing he had a
3 positive impact on their lives; and
4 WHEREAS, Dr. Haynes said when the time comes for him to no longer tend to
5 patients on a daily basis, he plans to continue teaching young doctors the "rural way"; and
6 WHEREAS, his patients seem like family, but he speaks of his two sons, daughter,
7 grandchildren, and great-grandson like no other; and
8 WHEREAS, his community efforts include several terms on the Caddo Parish School
9 Board, where he was instrumental in establishing the teacher incentives in increased pay for
10 educators to travel to rural areas to teach; and
11 WHEREAS, Dr. Haynes' personal interests are vast, with impressive
12 accomplishments as a former All-American Skeet Shoot Champion who competed in the
13 Olympic Trials; and
14 WHEREAS, he is an avid hunter and fisherman and has amassed numerous trophies
15 which demonstrate his abilities; and 
16 WHEREAS, Dr. Haynes is a published writer and his findings have been featured in
17 multiple professional publications, including "Texas Reports in Biology and Medicine",
18 "American Family Physician", and "The Journal of Family Practice"; and
19 WHEREAS, Dr. John H. Haynes Jr. merits the highest commendation and sincere
20 congratulations for his exemplary service as a respected and dedicated physician in his
21 community and for his outstanding contributions to the state of Louisiana and its citizens.
22 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
23 commend and congratulate Dr. John H. Haynes Jr. for his exceptional career, does hereby
24 express to him enduring appreciation for his distinguished service to the citizens of Caddo
25 Parish, does hereby recognize and record for posterity his vital contributions and tireless
26 dedication to the state of Louisiana, and does hereby extend to him best wishes for continued
27 success and happiness in all of his future endeavors.
