SENATE CONCURRENT RESOL UTION NO. 34

COMMENDATIONS.  Commends Randy K. Haynie upon his induction into the Louisiana
Political Museum and Hall of Fame.
1	A CONCURRENT RESOL UTION
2 To commend Randy K. Haynie upon his induction into the Louisiana Political Museum and
3 Hall of Fame.
4 WHEREAS, Randy K. Haynie has served Louisiana citizens and businesses by
5 furthering their interests before the Louisiana Legislature for over thirty-five years; and
6 WHEREAS, a native of Lafayette, Randy graduated from the University of
7 Southwestern Louisiana, now the University of Louisiana at Lafayette, with a bachelor of
8 science degree in biology, chemistry, and mathematics and he paid for his education by
9 working summers as a roughneck in the oilfields of south Louisiana; and
10 WHEREAS, after college, Haynie accepted an opportunity to serve as an assistant
11 Sergeant-at-Arms for the Louisiana Senate; and
12 WHEREAS, that session, serving as a Sergeant-at-Arms, was to be the first of many
13 for Randy over the next more than thirty-five years; and
14 WHEREAS, Haynie's interest in politics whetted, he accepted a position as personal
15 aide to former state Senator Edgar Mouton of Lafayette and eventually became involved in
16 Mouton's unsuccessful campaign for governor in 1979; and
17 WHEREAS, despite the disappointment of a losing gubernatorial campaign, Randy's
18 interest in politics would continue to guide his personal career choices throughout his work

1 life; and
2 WHEREAS, Haynie committed to a life as a lobbyist, welcoming the Louisiana
3 Oilfield Contractors Association as an early client of his new company, Haynie and
4 Associates; and
5 WHEREAS, Randy began his lobbying career by insisting on dressing in a coat and
6 tie every work day, signaling his respect for the legislators and the process of conducting the
7 people's business at the Capitol; and
8 WHEREAS, Haynie strove to ensure that his clients and the legislature saw the
9 importance of his work as a lobbyist and he made that clear by being among the first to
10 arrive at the Capitol each day and by being one of the last to leave, as well as doing his
11 homework on vital issues; and
12 WHEREAS, Randy committed to work tirelessly on behalf of his clients and quickly
13 earned a reputation for both honesty and diligence; and
14 WHEREAS, Haynie is said to hold the distinction of delivering the first PowerPoint
15 presentation the legislature had ever seen, ushering in a new era of high-impact
16 communication; and
17 WHEREAS, Randy has maintained a reputation for excellent representation of his
18 clients, and the respect he has achieved among both his clients and legislators and their staff
19 has elevated the status and professionalism of lobbying and governmental relations in
20 Louisiana; and
21 WHEREAS, clients of Haynie and Associates today include: General Electric,
22 General Motors, Bollinger Shipyards, Fluor, Altria, JPMorgan Chase, Northrop Grumman,
23 Louisiana Oilfield Contractors Association, the New Orleans Saints, Pfizer Pharmaceuticals,
24 the National Football League, and Ceasar's Entertainment; and
25 WHEREAS, Haynie has been credited as a "mastermind" of Louisiana politics by
26 becoming one of the most effective lobbyists to work the halls of the state Capitol; and
27 WHEREAS, Randy states that the most challenging part of the job comes during the
28 legislative session each year, as all of the clients of Haynie and Associates have positions
29 and concerns that must be communicated to the decision-makers during the short sixty or
30 eighty-five days of each session; and

1 WHEREAS, Haynie says that to successfully represent his clients, "it takes hard
2 work and focus on what matters", asserting that the key is to have a complete understanding
3 of his client's issues and learning to communicate their point of view in a timely manner to
4 the particular legislators who are the decision-makers; and
5 WHEREAS, while public scorn is often aimed at lobbyists, Randy submits that every
6 profession, including doctors, engineers, and teachers, all have lobbyists representing their
7 interests and speaking on their behalf to the legislative representatives of the people; and
8 WHEREAS, it is said of Haynie that he has witnessed and played an instrumental
9 role in many of the most momentous issues that have come before the legislature since 1980;
10 and
11 WHEREAS, beyond his lobbying firm, Haynie is an entrepreneur and owns several
12 other businesses, including Capitol View Development, Haynie Properties, and Louisiana
13 Governmental Studies, which publishes an annual legislative directory and a grass roots
14 guide to lobbying the Louisiana Legislature every four years; and
15 WHEREAS, Randy and his wife, Daynese have two children, Dayna and Ryan, who
16 has followed in his father's shoes and joined Haynie and Associates as a lobbyist; and
17 WHEREAS, Haynie has elevated the status and professionalism of lobbying and
18 governmental relations, and Louisiana's political arena is better for his involvement in it.
19 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
20 commend Randy K. Haynie upon his induction into the Louisiana Political Museum and Hall
21 of Fame.
22 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to
23 Randy Haynie.
