2016 Regular Session ENROLLED SENATE CONCURRENT RESOL UTION NO. 34 BY SENATOR LONG A CONCURRENT RESOL UTION To commend Randy K. Haynie upon his induction into the Louisiana Political Museum and Hall of Fame. WHEREAS, Randy K. Haynie has served Louisiana citizens and businesses by furthering their interests before the Louisiana Legislature for over thirty-five years; and WHEREAS, a native of Lafayette, Randy graduated from the University of Southwestern Louisiana, now the University of Louisiana at Lafayette, with a bachelor of science degree in biology, chemistry, and mathematics and he paid for his education by working summers as a roughneck in the oilfields of south Louisiana; and WHEREAS, after college, Haynie accepted an opportunity to serve as an assistant sergeant-at-arms for the Louisiana Senate; and WHEREAS, that session, serving as a sergeant-at-arms, was to be the first of many for Randy over the next thirty-five years; and WHEREAS, Haynie's interest in politics whetted, he accepted a position as personal aide to former state Senator Edgar Mouton of Lafayette and eventually became involved in Mouton's unsuccessful campaign for governor in 1979; and WHEREAS, despite the disappointment of a losing gubernatorial campaign, Randy's interest in politics would continue to guide his personal career choices throughout his work life; and WHEREAS, Haynie committed to a life as a lobbyist, welcoming the Louisiana Oilfield Contractors Association as an early client of his new company, Haynie and Associates; and WHEREAS, Randy began his lobbying career by insisting on dressing in a coat and tie every work day, signaling his respect for the legislators and the process of conducting the people's business at the Capitol; and WHEREAS, Haynie strove to ensure that his clients and the legislature saw the importance of his work as a lobbyist and he made that clear by being among the first to Page 1 of 3 SCR NO. 34 ENROLLED arrive at the Capitol each day and by being one of the last to leave, as well as doing his homework on vital issues; and WHEREAS, Randy committed to work tirelessly on behalf of his clients and quickly earned a reputation for both honesty and diligence; and WHEREAS, Haynie is said to hold the distinction of delivering the first PowerPoint presentation the legislature had ever seen, ushering in a new era of high-impact communication; and WHEREAS, Randy has maintained a reputation for excellent representation of his clients, and the respect he has achieved among both his clients and legislators and their staff has elevated the status and professionalism of lobbying and governmental relations in Louisiana; and WHEREAS, clients of Haynie and Associates today include: General Electric, General Motors, Bollinger Shipyards, Fluor, Altria, JPMorgan Chase, Northrop Grumman, Louisiana Oilfield Contractors Association, the New Orleans Saints, Pfizer Pharmaceuticals, the National Football League, and Ceasar's Entertainment; and WHEREAS, Haynie has been credited as a "mastermind" of Louisiana politics by becoming one of the most effective lobbyists to work the halls of the state Capitol; and WHEREAS, Randy states that the most challenging part of the job comes during the legislative session each year, as all of the clients of Haynie and Associates have positions and concerns that must be communicated to the decision-makers during the short sixty or eighty-five days of each session; and WHEREAS, Haynie says that to successfully represent his clients, "it takes hard work and focus on what matters", asserting that the key is to have a complete understanding of his client's issues and learning to communicate their point of view in a timely manner to the particular legislators who are the decision-makers; and WHEREAS, while public scorn is often aimed at lobbyists, Randy submits that every profession, including doctors, engineers, and teachers, all have lobbyists representing their interests and speaking on their behalf to the legislative representatives of the people; and WHEREAS, it is said of Haynie that he has witnessed and played an instrumental role in many of the most momentous issues that have come before the legislature since 1980; Page 2 of 3 SCR NO. 34 ENROLLED and WHEREAS, beyond his lobbying firm, Haynie is an entrepreneur and owns several other businesses, including Capitol View Development, Haynie Properties, and Louisiana Governmental Studies, which publishes an annual legislative directory and a grass roots guide to lobbying the Louisiana Legislature every four years; and WHEREAS, Randy and his wife, Daynese have two children, Dayna and Ryan, who has followed in his father's shoes and joined Haynie and Associates as a lobbyist; and WHEREAS, Haynie has elevated the status and professionalism of lobbying and governmental relations, and Louisiana's political arena is better for his involvement in it. THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby commend Randy K. Haynie upon his induction into the Louisiana Political Museum and Hall of Fame.
