SENATE CONCURRENT RESOL UTION NO. 75
BY SENATOR CHABERT 
JUDGES.  Requests the Judicial Council to study the Thirty-Second Judicial District and
make recommendations to the legislature regarding the creation of a minority election
section.
1	A CONCURRENT RESOL UTION
2 To urge and request the Judicial Council of the Supreme Court of Louisiana to study and
3 make recommendations prior to the 2017 Regular Session regarding the election
4 sections for the Thirty-Second Judicial District Court, specifically focusing on the
5 needs of the judicial district in terms of the necessity of the creation of a new
6 election section with a majority of minority electors or changes to an existing
7 election section to have a majority of minority electors.
8 WHEREAS, the effort to determine the need for additional judgeships and for
9 judicial election sections to have a majority of minority electors is a difficult and
10 time-consuming task that involves the collection, examination, and analysis of case filing
11 data, demographics of the judicial district, the structure and financing of the court, and many
12 other considerations; and
13 WHEREAS, it is of the utmost importance that the people of the Thirty-Second
14 Judicial District are represented appropriately and that the judges meet the needs of the
15 community and litigants; and
16 WHEREAS, it is equally important that any changes to the makeup of the court be
17 made objectively, impartially, and based only on the needs of the Thirty-Second Judicial
18 District; and

1 WHEREAS, this can be best achieved by the Judicial Council studying the district,
2 its judges, its population, and any other appropriate matters to determine the needs of the
3 people and the parties who appear before the Thirty-Second Judicial District and to make
4 recommendations to the legislature regarding the need to create an election section with a
5 majority of minority electors or to change an existing election section to have a majority of
6 minority electors.
7 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
8 urge and request the Judicial Council of the Supreme Court of Louisiana to study and make
9 recommendations prior to the 2017 Regular Session to the legislature regarding election
10 sections for the Thirty-Second Judicial District Court, specifically focusing on the needs of
11 the judicial district in terms of the necessity of the creation of a new election section with
12 a majority of minority electors or changes an existing election section to have a majority of
13 minority electors.
14 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
15 Judicial Council of the Supreme Court of Louisiana.
