LEGIS POWERS/FUNCTIONS. Designates May 21 through 27, 2016, as Safe Boating
Week in Louisiana.
1 A CONCURRENT RESOL UTION
2 To designate May 21 through 27, 2016, as Safe Boating Week in Louisiana.
3 WHEREAS, the United States has over thirteen million boats, and three hundred
4 twenty-three thousand of those boats are on Louisiana waters; and
5 WHEREAS, the vast majority of boating incidents are caused by human error or poor
6 judgment and not by the boat, equipment, or environmental factors; and
7 WHEREAS, approximately seventy-five percent of our state's fatalities on the water
8 are due to drowning; and
9 WHEREAS, a significant number of boaters who lose their lives by drowning each
10 year would be alive today had they worn their life jackets; and
11 WHEREAS, while boats are a marvelous source of recreation, unknowledgeable boat
12 operators are a risk to other boaters when they do not know or obey the navigation rules of
13 the road, drink alcohol, take drugs while operating a boat, or choose not to wear a life jacket;
14 and
15 WHEREAS, one precaution, wearing a life jacket, could save eighty percent of the
16 lives of those who fall into the water unexpectedly; and
17 WHEREAS, boating knowledge and skills are important in reducing human error and
18 improving judgment; if people are aware of the risk, they are more likely to take the

1 precautionary measures to protect themselves, their friends, family, and others; which is why
2 we must spread the message of boating safety education in our state.
3 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
4 designate May 21 through 27, 2016, as Safe Boating Week in Louisiana.
