Request the Louisiana State Police study the feasibility of regulating ignition interlock device companies. 1 A RESOLUTION 2 To urge and request the Louisiana State Police to study the feasibility of regulating ignition 3 interlock device companies. 4 WHEREAS, ignition interlock devices can be a highly effective preventative 5 measure against driving while intoxicated arrests and result in a reduction in DWI 6 recidivism; and 7 WHEREAS, since 1993 the Louisiana State Police Applied Technology Unit has 8 been responsible for oversight of the Breath Alcohol Ignition Interlock Devices Program 9 (BAIID); and 10 WHEREAS, best practices provide that, at a minimum, ignition interlock device 11 programs should monitor the activities of the manufacturers through the operations of their 12 individual service centers; and 13 WHEREAS, successful monitoring requires inspectors to visit each service center 14 and examine the facility to ensure compliance with applicable rules and regulations; and 15 WHEREAS, there are seven manufacturers and eighty-three installation locations for 16 ignition interlock devices in Louisiana; and 17 WHEREAS, oversight of the BAIID Program has been minimal and below the 18 standard established by the Association of Ignition Interlock Program Administrators due Page 1 of 2 SR NO. 144 SLS 16RS-3098 ORIGINAL 1 to the state police applied technology unit's lack of adequate personnel, training, and 2 equipment; and 3 WHEREAS, the BAIID Program, if run in accordance with industry standards, has 4 the potential to be successful in reducing the number of intoxicated drivers on the roads and 5 highways in Louisiana and ensuring the safety of the people of Louisiana. 6 THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana 7 does hereby urge and request the Louisiana State Police to study the feasibility of regulating 8 ignition interlock device companies. 9 BE IT FURTHER RESOLVED that a report of the findings of this study be 10 submitted to the legislature no later than February 28, 2017. 11 BE IT FURTHER RESOLVED that a copy of this resolution be transmitted to the 12 Louisiana State Police Applied Technology Unit.
