SENATE RESOLUTION NO. 190

CIVIL SERVICE. Requests all civil service systems to utilize electronic methods of testing.
1 A RESOLUTION
2 To urge and request all civil service systems in the state to utilize electronic testing
3 procedures for applicants for classified positions.
4 WHEREAS, contemporary civil service systems are designed to provide equal access
5 to apolitical, merit-based employment; and
6 WHEREAS, the underlying premise of these systems is equal opportunity; and
7 WHEREAS, the civil service test is a critical element in the assessment of candidates
8 for such merit-based employment; and
9 WHEREAS, the outcome of such assessments can be easily altered by tampering
10 with handwritten tests; and
11 WHEREAS, electronic testing yields greater test reliability and validity; and
12 WHEREAS, electronic testing procedures would help today's civil service systems
13 ensure unfettered access to equal opportunity employment.
14 THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana
15 does hereby urge and request all civil service systems in the state to utilize electronic testing
16 procedures for applicants for classified positions.
17 BE IT FURTHER RESOLVED that each civil service system report to the Senate
18 of the Legislature of Legislature in writing regarding its progress in implementing such

1 procedures no later than February 1, 2017.
2 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
3 State Civil Service Commission, the State Police Commission, the Louisiana Municipal
4 Association for distribution to municipalities with civil service systems, and the Police Jury
5 Association for distribution to parishes with civil service systems.
