SENATE RESOLUTION NO. 47
BY SENATOR CLAITOR 
A RESOLUTION
To commend Colonel William S. "Bill" Orlov upon his military career, his induction into
the Louisiana State University Cadets of the Ole War Skule Hall of Honor and his
lifetime of volunteerism.
WHEREAS, Bill Orlov, a native of Alexandria, Louisiana, earned a bachelor's degree
in business from Louisiana State University and received his Master of Business
Administration also from LSU in 1961; and
WHEREAS, at LSU, Orlov was a member of Lambda Chi Alpha fraternity and was
active in Interfraternity Council activities and in the Student Government Association; and
WHEREAS, also during his college years, Orlov served as the vice president of the
College of Commerce and was a member of Delta Sigma Pi, a professional business
fraternity; and
WHEREAS, Bill Orlov's military career and training began at LSU as a member of
the Reserve Officers' Training Corps, known as ROTC; he was a member of the National
Society of Scabbard and Blade, a national military honor society; received the President's
Medal as the Outstanding Junior ROTC cadet and was recognized as a Distinguished
Military Graduate upon graduation and was commissioned as a Second Lieutenant in the
United States Army; and
WHEREAS, while an officer in the Army, Orlov graduated from the United States
Army Infantry Officer Basic Training for lieutenants and the advanced course for captains,
both at Fort Benning, Georgia; and
WHEREAS, Colonel Orlov's military career took him to the Army Special Warfare
School, the Command and General Staff college, the Army War College and the United
States' State Department's Foreign Service Institute; and
WHEREAS, Orlov served in a variety of command, staff, advisor and special
operations assignments both in the U.S. and overseas, including multiple tours of duty in
Southeast Asia; and

WHEREAS, at various times during his illustrious career, Colonel Orlov commanded
the First Battalion and the Twenty-eighth Infantry, he served as the assistant chief of staff
of Second Army Division and he commanded the special troops of the Combined Field
Army (Republic of Korea/U.S.) at Camp Red Cloud, Korea; and
WHEREAS, Colonel Orlov was a much decorated soldier, receiving the Combat
Infantryman Badge, Legion of Merit with two oak leaf clusters, Bronze Star with V-device
and four oak leaf clusters, Purple Heart, Meritorious Service Medal with one oak leaf cluster,
Air Medal with five oak leaf clusters, the Joint Service Commendation Medal, Army
Command Medal with four oak leaf clusters and the Army Achievement Medal; and
WHEREAS, in addition to this array of awards and medals, Colonel Orlov is a
member of the National Infantry Association Order of Saint Maurice and has the unique
distinction of being designated a Distinguished Member of both the Sixteenth Infantry
Regiment and the Twenty-eighth Infantry Regiment, honors bestowed by the secretary of
the Army; and
WHEREAS, at the time of his retirement from active duty in the U.S. Army, Colonel
Orlov was the chief of staff of the Army War College; and
WHEREAS, after more than twenty-five years of service, Colonel Orlov retired from
active duty with the U.S. Army and began a second career with Sprint Corporation in 1988
where he held several management positions in training, planning and human resources; and
WHEREAS, Orlov retired from Sprint in 2001 and began working with several
defense-consulting firms and he recently retired from his post with the Leader Development,
Education, and Training team of the U.S. Army Electronic Warfare Proponent; and
WHEREAS, in 2010 Colonel Orlov was inducted into the Louisiana State University
Cadets of the Ole War Skule Hall of Honor, recognizing his distinguished career in the U.S.
Army; and
WHEREAS, throughout his adult years, Orlov was involved in volunteer work,
including work with the Red Cross for five decades, beginning as the deputy director of a
water safety program in Rapides parish; and
WHEREAS, Colonel Orlov has served on the boards of several nonprofit
organizations, and maintains membership in many organizations devoted to veterans' affairs,

including the Veterans of Foreign Wars, the American Legion, the Military Order of the
Purple Heart and the Military Order of the World Wars; and 
WHEREAS, Bill Orlov is married to Gaye Adams Orlov and they live with their two
children, Sam and Jennifer, in Lansing, Kansas. 
THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana
does hereby commend Colonel William S. "Bill" Orlov upon his military career, his
induction into the Louisiana State University Cadets of the Ole War Skule Hall of Honor and
his lifetime of volunteerism.
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to
Colonel Bill Orlov in Lansing, Kansas.
