DISTRICTS/CRIME PREVENT:  Provides relative to the parcel fee imposed within the
Seabrook Neighborhood Improvement and Security District in Orleans Parish (Item
#5)
1	AN ACT
2To amend and reenact R.S. 33:9091.16(F)(3)(b), relative to Orleans Parish; to provide
3 relative to the Seabrook Neighborhood Improvement and Security District; to
4 provide relative to the parcel fee imposed within the district; to provide relative to
5 the expiration of the fee; and to provide for related matters.
6Be it enacted by the Legislature of Louisiana:
7 Section 1.  R.S.  33:9091.16(F)(3)(b) is hereby amended and reenacted to read as
8follows: 
9 ยง9091.16.  Seabrook Neighborhood Improvement and Security District

11	F.  Parcel fee.  The governing authority of the city of New Orleans is hereby
12 authorized to impose and collect a parcel fee within the district subject to and in
13 accordance with the provisions of this Subsection:

17	(b)  If approved, the fee shall expire on December 31, 2018, at the end of the
18 term  provided for in the proposition authorizing the fee, not to exceed eight years,
19 but the fee may be renewed if approved by a majority of the registered voters of the

1 district voting on the proposition at an election as provided in Subparagraph (a) of
2 this Paragraph.  If the fee is renewed, the term of the imposition of the fee shall be
3 as provided in the proposition authorizing such renewal, not to exceed eight years.

5 Section 2.  This Act shall become effective upon signature by the governor or, if not
6signed by the governor, upon expiration of the time for bills to become law without signature
7by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana.  If
8vetoed by the governor and subsequently approved by the legislature, this Act shall become
9effective on the day following such approval.

Abstract:  Relative to the Seabrook Neighborhood Improvement and Security District,
provides relative to the parcel fee imposed within the district.
Present law creates the Seabrook Neighborhood Improvement and Security District in
Orleans Parish as a political subdivision for the primary object and purpose of promoting and
encouraging the beautification, security, and overall betterment of the district.  Provides for
the district's boundaries, governance, and powers and duties.
Proposed law retains present law.
Present law authorizes the governing authority of the city of New Orleans, subject to voter
approval, to impose a parcel fee on behalf of the district not to exceed $200 per year for each
parcel.  Provides that the fee expires on Dec. 31, 2018, but authorizes renewal of the fee for
an additional eight years.  Proposed law instead provides that the fee expires at the end of
the term provided for in the proposition authorizing the fee, not to exceed eight years. 
Proposed law otherwise retains present law.
Effective upon signature of governor or lapse of time for gubernatorial action.
