Provides for the capital outlay budget and program for FY 2017-2018; provides for the
funding of the capital outlays from the specified sources of monies in the specified amounts
as follows:

VETO MESSAGE:
"Please allow this letter to inform you that I have signed House Bill 2 of the 2017 Second
Extraordinary Session. However, I have exercised my line item veto authority granted to me
by La. Const. Art. IV, Section 5(G)(1) to veto thirty-six items. House Bill 2 contains
$930,991,155 in Priority 1 and $118,736,898 in Priority 2 general obligation bond
appropriations, an increase of $47,515,300 and $67,695,098 respectively in the bill as
originally introduced by my administration. In an effort to establish realistic expectations
given the state's limited bond capacity, I have vetoed items from this bill totaling
$77,137,300. I have exercised my line item veto authority as follows:
