ENROLLED 2017 Second Extraordinary Session HOUSE RESOLUTION NO. 1 BY REPRESENTATIVES SMITH AND CARPENTER A RESOLUTION To commend the 2017 International Legislative Drafting Institute participants and to welcome them to the state capitol. WHEREAS, the Public Law Center, a joint venture of the Loyola and Tulane law schools, launched the International Legislative Drafting Institute in 1995 in response to increasing global demand for training of legislative drafters; and WHEREAS, the institute is a two-week summer program that responds to the worldwide demand on legislative drafters for new laws to support the emergence of free market economies and democratic forms of government and draws together diverse domestic and international faculty members experienced in the legislative process; and WHEREAS, more than five hundred fifty graduates from over one hundred jurisdictions around the globe have graduated from the institute, and staff members of the Public Law Center have conducted training events in Europe, Asia, Africa, and the Caribbean; and WHEREAS, institute participants travel to Baton Rouge to spend the day at the Louisiana state capitol, where they get a firsthand look at representative democracy; and WHEREAS, staff members of the Louisiana Legislature have a long tradition of assisting with the training of institute participants, both in the classroom and during their site visit to Baton Rouge; and WHEREAS, the Legislature of Louisiana has recognized the critical importance of the International Legislative Drafting Institute and the lessons it imparts, the tremendous achievement of the individual students in being selected by their home jurisdictions to participate, and the hard work that the institute requires of its participants, who merit a special measure of commendation, as evidenced by House Concurrent Resolution No. 214 Page 1 of 2 HR NO. 1 ENROLLED of the 2005 Regular Session, House Concurrent Resolution No. 218 of the 2008 Regular Session, House Concurrent Resolution No. 239 of the 2009 Regular Session, House Concurrent Resolution No. 272 of the 2010 Regular Session, House Concurrent Resolution No. 189 of the 2011 Regular Session, House Resolution No. 217 of the 2013 Regular Session, and House Resolution No. 14 of the 2016 Second Extraordinary Session; and WHEREAS, this year's institute is being held June 5-16 and will welcome the following participants: Danya Wallace of The Bahamas; Jose Griffith of Cayman Islands; Benjamin Antiedu of Ghana; J.M. Baisakh and Alpana Tripathi of India; Diana Gichumbi, Mercy Muthuuri, Jennifer Ndeto, Jacob Ngwele, and Mercy Thanji of Kenya; Elizabeth Chua of Singapore; Alexandra Yeung of Sint Maarten; Gishani Abeywickrama, Dhammika Dasanayake, Kalani Medagoda, and Vitharanage Sujeewa Thushari of Sri Lanka; and Pius Biribonwoha and Solomon Kirunda of Uganda; and WHEREAS, the 2017 summer program marks the 23rd anniversary of the International Legislative Drafting Institute. THEREFORE, BE IT RESOLVED that the House of Representatives of the Legislature of Louisiana does hereby commend the 2017 International Legislative Drafting Institute on its 23rd anniversary; does hereby commend its participants and the jurisdictions they represent for their investment of time, effort, and resources in the improvement of their governments in general and of legislative drafting in particular; and does hereby welcome them with great pride and honor to the Louisiana state capitol.
