HLS 172ES-70 ORIGINAL 2017 Second Extraordinary Session HOUSE RESOLUTION NO. 6 BY REPRESENTATIVES BAGLEY, CARMODY, HORTON, MCFARLAND, JIM MORRIS, REYNOLDS, AND SEABAUGH LEGISLATIVE AUDITOR: Requests the legislative auditor to examine the current financial condition of the public-private partnerships for operation of the north Louisiana safety net hospitals 1 A RESOLUTION 2To authorize and request the legislative auditor to examine and report on the current 3 financial condition of the public-private partnership between the Biomedical 4 Research Foundation of Northwest Louisiana and the Louisiana State University 5 Health Sciences Center at Shreveport. 6 WHEREAS, the state of Louisiana has historically provided health care to its 7indigent and uninsured citizens through state owned and operated hospitals; and 8 WHEREAS, the operations of the north Louisiana hospitals for which the Louisiana 9State University Health Sciences Center at Shreveport is responsible pursuant to R.S. 1017:1519.2(B) were privatized beginning in 2012, and are now provided for in cooperative 11endeavor agreements between the state and a private partner; and 12 WHEREAS, given the important nature of the mission and purpose of the public 13hospitals, including but not limited to the provision of access to high quality medical care 14for the most vulnerable patients including the medically indigent and uninsured, the 15development of medical and clinical workforce throughout the state in the various accredited 16residency and other health education programs, and the cooperative nature in which these 17hospitals work collaboratively with other healthcare providers and agencies to improve the 18health outcomes of the citizens of the state, it is the right and the responsibility of the 19legislature to ensure that these hospitals are operating efficiently and effectively in the best 20interests of the citizens of the state. Page 1 of 2 HLS 172ES-70 ORIGINAL HR NO. 6 1 THEREFORE, BE IT RESOLVED that the House of Representatives of the 2Legislature of Louisiana does hereby authorize and request the legislative auditor to examine 3and report on the current financial condition of the public-private partnership between the 4Biomedical Research Foundation of Northwest Louisiana and the Louisiana State University 5Health Sciences Center at Shreveport. 6 BE IT FURTHER RESOLVED that in conducting the examination requested by this 7Resolution, the legislative auditor shall review the status of the accounts receivable for the 8Louisiana State University System relative to the amounts due from the private partner 9pursuant to the public-private partnership cooperative endeavor agreement, and any other 10aspect as the auditor deems necessary. 11 BE IT FURTHER RESOLVED that a suitable copy of this Resolution be transmitted 12to the legislative auditor.
