MTR VEHICLE/LICEN PLATES:  Creates the "Louisiana Patriot Guard Riders" specialty
license plate
1	AN ACT
2To enact R.S. 47:463.192, relative to motor vehicle special prestige license plates; to provide
3 for the "Louisiana Patriot Guard Riders" specialty license plate; to provide for the
4 creation, issuance, and design of such license plates; to provide relative to the fee and
5 distribution of fees for such plates; to authorize the promulgation of rules and
6 regulations relative to the creation and implementation of a special prestige license
7 plate; to provide an effective date; and to provide for related matters.
8Be it enacted by the Legislature of Louisiana:
9 Section 1. R.S. 47:463.192 is hereby enacted to read as follows:
10 ยง463.192.  Special prestige license plates; "Louisiana Patriot Guard Riders"
11	A.  The secretary of the Department of Public Safety and Corrections shall
12 establish a special prestige motor vehicle license plate to be known as the "Louisiana
13 Patriot Guard Riders" plate.  The plate shall be restricted to use on passenger cars,
14 pickup trucks, recreational vehicles, motorcycles, and vans.
15	B.  The secretary shall work in conjunction with the captain and assistant
16 captain of the Louisiana Patriot Guard Riders to select the color and design of the
17 plate, provided that it is in compliance with all requirements of R.S. 47:463(A)(3).
18 The design shall include the words "Louisiana Patriot Guard Riders".
19	C.  The special prestige license plate shall be issued, upon application, to any
20 citizen of Louisiana in the same manner as any other motor vehicle license plate.

1	D.  The department shall collect an annual royalty fee of twenty-five dollars
2 that shall be disbursed in accordance with Subsection E of this Section.  This fee
3 shall be in addition to the standard motor vehicle license tax imposed by Article VII,
4 Section 5 of the Constitution of Louisiana, and a handling fee of three dollars and
5 fifty cents for each plate to be retained by the department to offset a portion of
6 administrative costs.
7	E.  The annual royalty fee shall be collected by the department and forwarded
8 to the Louisiana Patriot Guard Riders.  The monies received from the royalty fees
9 shall be used solely for the activities of the Louisiana Patriot Guard Riders.
10	F.  The secretary shall promulgate and adopt rules and regulations as are
11 necessary to implement the provisions of this Section.
12 Section 2.  The provisions of this Act shall become effective on January 1, 2018.

special prestige license plates to be known as the "Louisiana Patriot Guard Riders" license
plate.
Proposed law provides for the secretary to work in conjunction with the Louisiana Patriot
Guard Riders captain and assistant captain to select the color and design of the plate.  Further
requires the design include the words "Louisiana Patriot Guard Riders".
Proposed law requires that the license plate be issued, upon application, to any citizen of
Louisiana in the same manner as any other motor vehicle license plate.
Proposed law requires the department to collect an annual royalty fee of $25 for each plate
issued and specifies that such fees to be collected by the department and forwarded to the
Louisiana Patriot Guard Riders.  Specifies that the monies received from the royalty fees
shall be used solely to support the activities of the Louisiana Patriot Guard Riders.  Further
provides for the standard license plate handling fee of $3.50 for each plate, to be retained by
the department to offset a portion of the administrative costs.

Proposed law requires the secretary to promulgate and adopt rules and regulations to
implement the provisions provided in proposed law.
Effective Jan. 1, 2018.
