MTR VEHICLE/LICEN PLATES: Modifies the allocation of funding for the Support Our
Troops special prestige license plate
1 AN ACT
2To amend and reenact R.S. 46:122(A)(1) and R.S. 47:463.131(A), (B)(2), and (D), relative
3 to the Louisiana Military Family Assistance Fund; to provide relative to the Support
4 Our Troops special prestige license plate; to provide for the design of the license
5 plate; to provide for the license plate fee; and to provide for related matters.
6Be it enacted by the Legislature of Louisiana:
7 Section 1. R.S. 46:122(A)(1) is hereby amended and reenacted to read as follows:
8 §122. Louisiana Military Family Assistance Fund
9 A.(1) Funds received by the state treasurer pursuant to the provisions of R.S.
10 47:120.31 and 306.3, or received by the treasurer or the Louisiana Military Family
11 Assistance Board from other public or private donations, gifts, grants, appropriations
12 or other revenue, including revenue derived from the Support Our Troops special
13 prestige license plate as provided for in R.S. 47:463.131, shall be deposited and
14 credited to a special fund hereby created in the state treasury to be known as the
15 Louisiana Military Family Assistance Fund. The money in the fund shall be used
16 solely as provided for in Subsection B of this Section. In addition to funds from any
17 other source, public or private donations, gifts, or grants from individuals,
18 corporations, nonprofit organizations, or other business entities may be made to the

1 fund and accepted by the fund for military family relief and assistance as provided
2 in this Part.

4 Section 2. R.S. 47:463.131(A), (B)(2), and (D) is hereby amended and reenacted to
5read as follows:
6 §463.131. Special prestige license plates; Support Our Troops
7 A. The secretary of the Department of Public Safety and Corrections shall
8 establish a special prestige license plate to be known as the Support Our Troops
9 plate. He shall not require any minimum number of applicants prior to establishing
10 or issuing this plate. The license plate shall be restricted for passenger cars, pickup
11 trucks, vans, and recreational vehicles. The secretary shall design the plate, and it
12 shall bear the logo of a soldier and a child as developed by Support Our Troops, Inc.
13 and the words "Support Our Troops".

16 (2) Application for the Support Our Troops prestige license plate on or after
17 January 1, 2018, constitutes prior written consent and instruction by the applicant to
18 the department to provide his name, address, and birth date to Support Our Troops,
19 Inc. the Louisiana Military Family Assistance Board. The secretary shall ensure that
20 the application for the plate includes a statement granting such consent.

22 D. The monies received from the additional twenty-five dollar fee shall be
23 disbursed to Support Our Troops, Inc. the Louisiana Military Family Assistance
24 Fund.

26 Section 3. The provisions of this Act shall become effective on January 1, 2018.

Abstract: Reallocates money derived from the Support Our Troops special prestige license
plate to be placed in the La. Military Family Assistance Fund.
Present law provides for funds received pursuant to present law to be deposited to the La.
Military Family Assistance Fund.
Proposed law adds the revenue derived from present law to the funds deposited in the La.
Military Family Assistance Fund.
Present law provides that the Support Our Troops special prestige licenses plate bear the
logo of a soldier and child developed by Support Our Troops Inc. and contain the words
"Support Our Troops".
Proposed law removes the requirement that the plate contain the Support Our Troops, Inc.
logo and requires the plate only contain the words "Support Our Troops".
Present law provides that application for the special prestige license plate constitutes prior
consent to provide the name, address, and birth date of the applicant to Support Our Troops,
Inc.
Proposed law modifies present law such that application for the special prestige license plate
on or after Jan. 1, 2018, constitutes prior consent to provide the name, address, and birth date
of the applicant to the La. Military Family Assistance Board.
Present law provides that the $25 fee for the plate be forwarded to Support Our Troops, Inc.
Proposed law modifies present law by requiring the $25 fee be forwarded to the La. Military
Family Assistance Fund.
Effective Jan. 1, 2018.

Summary of Amendments Adopted by House
The Committee Amendments Proposed by House Committee on Transportation,
Highways and Public Works to the original bill:
1. Add that an application for the plate on or after Jan. 1, 2018, constitutes prior
consent to provide the name, address, and birth date of the applicant.

1. Make technical changes.
