[R.S. 1:13(B) and 24:177(E)] HB 496 Engrossed 2017 Regular Session Norton Abstract: Exempts firefighters issued a special retired firefighter license plate from the motor vehicle registration license fee or tax. Present law provides for an annual motor vehicle registration license fee or tax on all private passenger vehicles. Present law further provides for the issuance of a special firefighters license plate for active and retired firefighters. Present law requires firefighters issued the plate to pay a one-time fee of $25 in addition to the annual motor vehicle registration license fee or tax. Proposed law allows those retired firefighters issued a special firefighters license plate pursuant to present law and who have served for 20 or more years to be exempt from the annual motor vehicle registration license fee or tax. Proposed law clarifies that proposed law does not exempt any firefighter receiving a specialty license plate from the initial one-time fee in present law. Proposed law provides for the issuance of a lifetime specialty firefighters license plate to those retired firefighters who have served for 20 or more years. Proposed law requires those retired firefighters who wish to be exempt from the motor vehicle registration or license tax submit a certification from their retirement system attesting to their service of 20 or more years. (Adds R.S. 47:463(D) and 463.23(D)) Summary of Amendments Adopted by House The Committee Amendments Proposed by House Committee on Transportation, Highways and Public Works to the original bill: 1. Make technical changes. 2. Remove active, full-time professional firefighters from those eligible for the registration fee exemption. 3. Add a provision that requires those firefighters applying for the fee exemption to submit a certification from their retirement system attesting to their eligibility.
