Louisiana House Bill HB617 Comm Sub / Analysis

                    RÉSUMÉ DIGEST
ACT 229 (HB 617) 2017 Regular Session	LeBas
Existing law creates the District Five Road Commission of St. Landry Parish and the District
Six Road Commission of St. Landry Parish, each having boundaries coterminous with the
respective police jury district. Authorizes the districts to construct, acquire, operate, and
maintain roads, bridges, and road drainage facilities and, subject to voter approval, to levy
a sales and use tax of up to 1% and a property tax of up to 15 mills.
Existing law provides for the appointment of members of each commission by the parish
governing authority. Requires the appointment of one resident of each precinct comprising
the respective police jury district.
Prior law provided for appointment of members from the 13 precincts in district five and six
precincts in district six.
New law removes the reference to a specific number of precincts in each district and
provides instead for appointment of one member to represent each precinct as they exist at
the time of the appointment.
Prior law provided for two-year terms for members of the road commissions. New law
changes the term of a commissioner to four years and prohibits appointment to the
succeeding term of a person who has served two consecutive terms.
Effective August 1, 2017.
