INSURANCE/GROUP-SHERI FFS:  Provides relative to group insurance premiums for
retirees of the Rapides Parish Sheriff's Office
1	AN ACT
2To enact R.S. 13:5554(FF), relative to payment of group insurance premiums for retirees
3 from the Rapides Parish Sheriff's Office; to provide for qualifications for and
4 payment of certain insurance premiums; and to provide for related matters.
5Be it enacted by the Legislature of Louisiana:
6 Section 1.  R.S. 13:5554(FF) is hereby enacted to read as follows: 
7 ยง5554.  Group insurance; kinds; amounts; subrogation
8	*          *          *
9	FF.(1)  Notwithstanding the provisions of Subsection D of this Section, the
10 premium costs of group hospital, surgical, and medical expense and the first ten
11 thousand dollars of life insurance contracted for under the provisions of this Section
12 shall be paid in full by the sheriff of Rapides Parish, from the sheriff's general fund,
13 for all sheriffs and deputy sheriffs retired from the Rapides Parish Sheriff's Office
14 hired on or after July 1, 2017, who are entitled to receive benefits from the Sheriff's
15 Pension and Relief Fund, have at least fifteen years of service with the Rapides
16 Parish Sheriff's Office, and are at least fifty-five years of age.
17	(2)  The provisions of Paragraph (G)(1) of this Section shall apply to all
18 persons hired by the Rapides Parish Sheriff's Office prior to July 1, 2017.
19 Section 2.  This Act shall become effective upon signature by the governor or, if not
20signed by the governor, upon expiration of the time for bills to become law without signature

1by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana.  If
2vetoed by the governor and subsequently approved by the legislature, this Act shall become
3effective on the day following such approval.

Abstract: Requires retirees of the Rapides Parish Sheriff's Office hired on or after July 1,
2017, to have at least 15 years of service with the Rapides Parish Sheriff's Office and
attained the age of 55 in order to have the premiums for certain health and life
insurance benefits paid from the sheriff's general fund. 
Present law provides that the premium costs of group hospital, surgical, medical expense,
and dental insurance and the first $10,000 of life insurance contracted for under the
provisions of present law shall be paid in full from the sheriff's general fund for all sheriffs
and deputy sheriffs retired with at least 15 years of service who are at least 55 years of age
or retired with at least 30 years of service at any age.
Present law is applicable only to sheriff's offices in the parishes of Acadia, Allen, Avoyelles,
Beauregard, Bossier, Caddo, Calcasieu, Caldwell, Cameron, Catahoula, Concordia, East
Feliciana, Grant, Iberville, Jackson, Jefferson Davis, Lafayette, Lincoln, Livingston,
Morehouse, Natchitoches, Pointe Coupee, Rapides, Red River, St. Bernard, St. James, St.
Martin, Tangipahoa, Union, Vermillion, Vernon, Washington, West Baton Rouge, West
Carroll, and West Feliciana and the sheriff of the Civil District Court of the parish of
Orleans, for their respective retirees.
Proposed law retains present law for those persons hired by the Rapides Parish Sheriff's
Office prior to July 1, 2017.  Provides that the premium costs of group hospital, surgical,
medical expenses, and dental insurance and the first $10,000 of life insurance shall be paid
in full from the sheriff's general fund for any sheriff or full-time deputy sheriff hired by the
Rapides Parish Sheriff's Office on or after July 1, 2017 who:
(1)Is entitled to receive monthly benefits from the Sheriff's Pension and Relief Fund.
(2)Retired from the Rapides Parish Sheriff's Office with at least 15 years of service with
the Rapides Parish Sheriff's Office.
(3)Is at least 55 years of age. 
Effective upon signature of governor or lapse of time for gubernatorial action.
