MTR VEHICLE/LICEN PLATES: Creates the "Sabine Pass Lighthouse" specialty license
plate
1 AN ACT
2To enact R.S. 47:463.192, relative to motor vehicle special prestige license plates; to provide
3 for the establishment of the "Sabine Pass Lighthouse" special prestige license plate;
4 to provide for creation, issuance, and design of such license plates; to provide
5 relative to the fee and distribution of fees for such plates; to authorize the
6 promulgation of rules and regulations relative to the creation and implementation of
7 a special prestige license plate; and to provide for related matters.
8Be it enacted by the Legislature of Louisiana:
9 Section 1. R.S. 47:463.192 is hereby enacted to read as follows:
10 ยง463.192. Special prestige license plate; "Sabine Pass Lighthouse"
11 A. The secretary of the Department of Public Safety and Corrections shall
12 establish a special prestige motor vehicle license plate to be known as the "Sabine
13 Pass Lighthouse" plate, provided there is a minimum of one thousand applicants for
14 such plate. These license plates shall be restricted to use on passenger cars, pickup
15 trucks, recreational vehicles, motorcycles, and vans.
16 B. The secretary shall work in conjunction with the president of the Cameron
17 Preservation Alliance to select the color and design of the plate, provided it is in
18 compliance with R.S. 47:463(A)(3). The design shall include the words "Sabine
19 Pass Lighthouse".

1 C. The special prestige license plate shall be issued, upon application, to any
2 citizen of Louisiana in the same manner as any other motor vehicle license plate.
3 D. The department shall collect an annual royalty fee of twenty dollars that
4 shall be disbursed in accordance with Subsection E of this Section. This fee shall be
5 in addition to the standard motor vehicle license tax imposed by Article VII, Section
6 5 of the Constitution of Louisiana, and a handling fee of three dollars and fifty cents
7 for each plate to be retained by the department to offset a portion of administrative
8 costs.
9 E. The annual royalty fee shall be collected by the department and forwarded
10 to the president of the Cameron Preservation Alliance. The monies received from
11 the royalty fees shall be used for the restoration and stabilization of the Sabine Pass
12 Lighthouse.
13 F. The secretary shall promulgate and adopt rules and regulations as are
14 necessary to implement the provisions of this Section.

Proposed law requires the secretary of the Dept. of Public Safety and Corrections to issue
special prestige license plates to be known as the "Sabine Pass Lighthouse" license plate.
Proposed law provides for the secretary to work in conjunction with the president of the
Cameron Preservation Alliance to select the color and design of the plate. Requires the
design include the words "Sabine Pass Lighthouse".
Proposed law specifies that the license plate be issued, upon application, to any citizen of
La. in the same manner as any other motor vehicle license plate.
Proposed law requires the department to collect an annual royalty fee of $20 for each plate
issued and specifies that such fees be collected by the department and forwarded to the
president of the Cameron Preservation Alliance. Specifies that the monies received from the
royalty fees shall be used for the restoration and stabilization of the Sabine Pass Lighthouse.
Proposed law requires the department to collect a handling fee of $3.50 for each plate, to be
retained by the department to offset a portion of the administrative costs.
