HOUSE BILL NO. 674          (Substitute for House Bill No. 614 by Representative Gisclair)

SEAFOOD:  Authorizes certain areas to be used for seafood research
1	AN ACT
2To authorize the use of certain state property near Grand Isle for seafood research; to
3 provide relative to protecting the state's natural resources; to provide relative to the
4 use of certain waters for oyster farming research; to provide relative to the
5 specification of the boundaries and size of the areas in which the research will be
6 conducted; and to provide for related matters.
7Be it enacted by the Legislature of Louisiana:
8 Section 1.(A)  The Grand Isle Port Commission may use, in accordance with this Act,
9the following described state water bottoms, water columns, and water surfaces above the
10specified sections of water bottoms:
11 An area of approximately twenty-five and one-half acres in Caminada Pass, Jefferson
12Parish, Louisiana, circumscribed by lines connecting the following points (projection in
North American datum, 1983):13
14 (1)  The Northeast corner is located at 29 degrees, 13 minutes, 22.45 seconds, North,
1590 degrees, 02 minutes, 22.46 seconds, West.
16 (2)  The Southeast corner is located at 29 degrees, 13 minutes, 12.95 seconds, North,
1790 degrees, 02 minutes, 28.65 seconds, West.
18 (3)  The boundary shall then run northwest from the Southeast corner to a point 29
19degrees, 13 minutes, 14.69 seconds, North, 90 degrees, 02 minutes, 32.13 seconds, West.

1 (4)  The boundary shall then run southwest to a point 29 degrees, 13 minutes, 08.59

3 (5)  The Southwest corner is located at 29 degrees, 13 minutes, 10.53 seconds, North,
490 degrees, 02 minutes, 39.97 seconds, West.
5 (6)  The Northwest corner is located at 29 degrees, 13 minutes, 26.14 seconds, North,
90 degrees, 02 minutes, 29.82 seconds, West.6
7 An area of approximately thirteen acres in Bayou Rigaud, Jefferson Parish,
8Louisiana, circumscribed by lines connecting the following points (projection in North
9American datum, 1983):
10 (1)  The Northeast corner is located at 29 degrees, 14 minutes, 27.52 seconds, North,
1190 degrees, 01 minutes, 03.03 seconds, West.
12 (2)  The Southeast corner is located at 29 degrees, 14 minutes, 20.40 seconds, North,
1390 degrees, 00 minutes, 55.54 seconds, West.
14 (3)  The Southwest corner is at 29 degrees, 14 minutes, 16.39 seconds, North, 90
15degrees, 01 minutes, 00.65 seconds, West.
16 (4)  The Northwest corner is at 29 degrees, 14 minutes, 23.57 seconds, North, 90
17degrees, 01 minutes, 08.22 seconds, West.
18 (B)  The port commission is authorized to use such water bottoms, water columns,
19and water surfaces for the sole purpose of an off-bottom oyster (Crassostrea Virginica)
20culture project undertaken in cooperation with the Louisiana Sea Grant program subject to
21approval of all state and federal agencies with jurisdiction over activities conducted in
22connection with the project.
23 Section 2.  The commissioner of administration, on behalf of the state of Louisiana,
24and the Grand Isle Port Commission are hereby authorized to enter into such agreements,
25covenants, conditions, and stipulations and to execute such documents as necessary to
26properly effectuate the use of property described in Section 1 of this Act, and as more
27specifically described in any such agreements entered into and documents executed by and
28between the state and the port commission.  In determining appropriate compensation for

1the use of state property authorized by this Act, the commissioner may consider potential
2economic development and other benefits resulting from the research contemplated.
3 Section 3.  The Grand Isle Port Commission may, in cooperation with the Louisiana
4Sea Grant program, participate in a seafood research and economic development program
5in the area described in Section 1 of this Act.
