HOUSE CONCURRENT RESOL UTION NO. 103
BY REPRESENTATIVE JACKSON
PUBLIC HEALTH:  Requests state-level collaboration on cancer investigation and local
public health notifications regarding cancer incidence
1	A CONCURRENT RESOL UTION
2To urge and request the Louisiana Public Health Institute and the Louisiana Cancer
3 Prevention and Control Programs of the School of Public Health of the Louisiana
4 State University Health Sciences Center-New Orleans, jointly, to lead a collaborative
5 effort to improve cancer investigation and intervention functions in this state, and to
6 develop recommendations to the legislature concerning effective and responsible
7 practices for issuing local public health notifications regarding cancer incidence.
8 WHEREAS, according to the National Cancer Institute of the National Institutes of
9Health, the American Cancer Society, and the annual America's Health Rankings report,
10Louisiana historically has had one of the highest cancer mortality rates in the nation, and this
11trend continues to the present day; and
12 WHEREAS, effective cancer investigation programs use statistical modeling to
13improve understanding of cancer incidence by geographic area and to evaluate cancer
14control interventions within the focus areas of prevention, screening, and treatment; and
15 WHEREAS, cancer investigation programs can guide public health research, health
16and environmental policy priorities, and development of optimal cancer control strategies;
17however, Louisiana currently lacks both the funding and the administrative capacity to
18operate an effective cancer investigation program on behalf of its citizens; and
19 WHEREAS, beyond instituting effective cancer investigation and control efforts,
20Louisiana's public health system could better serve the people of this state by also

1developing the capability to communicate effectively with parish and municipal
2governments about localized threats to the public health relating to cancer incidence; and
3 WHEREAS, it is essential that any such public health notification system balance
4delivery of credible information on real cancer-related dangers to local governments and
5citizens with the necessity of communicating this information in a manner that does not
6cause undue alarm or fear in any community.
7 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
8urge and request the Louisiana Public Health Institute and the Louisiana Cancer Prevention
9and Control Programs of the School of Public Health of the Louisiana State University
10Health Sciences Center-New Orleans, jointly, to lead a collaborative effort to accomplish
11all of the following:
12 (1)  Improve cancer investigation and intervention functions in this state.
13 (2)  Develop recommendations to the legislature concerning effective and responsible
14practices for issuing local public health notifications regarding cancer incidence.
15 BE IT FURTHER RESOLVED that the Louisiana Public Health Institute and the
16Louisiana Cancer Prevention and Control Programs, jointly, shall engage stakeholders
17representing all of the following institutions and organizations in the collaborative effort
18called for in this Resolution:
19 (1)  The office of public health of the Louisiana Department of Health.
20 (2)  The Louisiana Cancer Research Center.
21 (3)  The Louisiana State University Health Sciences Center at Shreveport.
22 (4)  The Tulane University School of Public Health and Tropical Medicine.
23 (5)  The Southern University Nelson Mandela School of Public Policy.
24 (6)  The Louisiana Cancer and Lung Trust Fund Board.
25 (7)  The Louisiana Advisory Committee on Populations and Geographic Regions
26With Excessive Cancer Rates.
27 (8)  The Louisiana Chapter of the American Cancer Society.
28 (9)  The Louisiana Environmental Action Network.
29 BE IT FURTHER RESOLVED that the Louisiana Public Health Institute and the
30Louisiana Cancer Prevention and Control Programs, jointly, shall develop a report of the

1results of the collaborative effort called for in this Resolution, and shall submit the report to
2the House Committee on Health and Welfare and the Senate Committee on Health and
3Welfare no later than thirty days prior to the convening of the 2018 Regular Session of the
4Legislature.
5 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
6chief executive officer of the Louisiana Public Health Institute, the secretary of the Louisiana
7Department of Health, the assistant secretary of the office of public health of the Louisiana
8Department of Health, the chief administrative officer of the Louisiana Cancer Research
9Center, the chancellor of the Louisiana State University Health Sciences Center at New
10Orleans, the chancellor of the Louisiana State University Health Sciences Center at
11Shreveport, the dean of the Tulane University School of Public Health and Tropical
12Medicine, the dean of the Southern University Nelson Mandela School of Public Policy,  the
13chairperson of the Louisiana Cancer and Lung Trust Fund Board, the chairperson of the
14Louisiana Advisory Committee on Populations and Geographic Regions With Excessive
15Cancer Rates, the director of the Louisiana Chapter of the American Cancer Society, and the
16executive director of the Louisiana Environmental Action Network.

Control Programs of the School of Public Health of the LSU Health Sciences Center-New
Orleans, jointly, to lead a collaborative effort to improve cancer investigation and
intervention functions in this state, and to develop recommendations concerning effective
and responsible practices for issuing local public health notifications regarding cancer
incidence.
Provides that LPHI and the La. Cancer Prevention and Control Programs, jointly, shall issue
a report of such recommendations to the legislative committees on health and welfare no
later than 30 days prior to the convening of the 2018 R.S.
